Investment and Technology is a Group within the Department of Transport and Planning, and is responsible for leading and managing the investment lifecycle; driving commercial advice & negotiations to facilitate reform; and enables core delivery through Finance, Procurement & Enterprise Technology.

The Data and Digital (D&D) division sits within Investment and Technology. Data & Digital provides the department with operational excellence for data & digital enabled services and project execution for large scale design and uplift initiatives.

This is a Fixed Term Opportunity Until 30 June 2027

The GIS Specialist position sits within Spatial Services and is responsible for the creation, maintenance and delivery of high-quality geospatial outputs that support transport and planning initiatives across the department. The role requires proficiency in GIS software and spatial data management to produce maps, spatial analysis and reporting outputs that enable evidence-based decision-making. Working collaboratively with project teams and stakeholders, you will apply technical expertise to translate complex spatial requirements into clear, accurate mapping outputs and maintain the integrity of spatial data.

- High-Quality Geospatial Outputs – Has produced accurate maps, spatial analysis and reporting outputs that meet project requirements and support planning and operational activities across the department.
- Effective Data Management – Has maintained and updated spatial datasets, ensuring data integrity, accuracy and accessibility for project teams and stakeholders.
- Technical Support and Collaboration – Has provided reliable GIS technical support to internal teams, translating complex spatial requirements into clear mapping products and contributing to multi-disciplinary project delivery.
- System Maintenance – Has supported the maintenance and enhancement of the department's GIS systems and spatial databases, implementing quality assurance protocols and documenting processes to ensure operational consistency.
- Continuous Improvement – Has identified and implemented improvements to GIS workflows, templates and processes that enhance efficiency and output quality.

Key Selection Criteria

The DTP is seeking a skilled geospatial and data professional with strong applied capabilities in GIS, data analysis, spatial databases, and digital technologies, including Python and SQL. The role involves delivering high-quality spatial insights, solving complex data problems, and supporting system improvements, data integration, and technology change initiatives. A customer-focused, innovative mindset and the ability to think critically, ensure data integrity, and work collaboratively are essential.

Qualifications and Experience

Mandatory

- Relevant tertiary qualification in Geospatial sciences, Geographic Information Systems or a closely related field
- Demonstrated experience with professional GIS software (QGIS and/or ESRI ArcGIS)
- Demonstrated ability to use spatial databases (PostgreSQL/PostGIS) and perform spatial data queries and analyses.

Highly Desirable

- Experience with graphic design, CAD, ETL or other spatial data visualisation software
- Understanding of State Government policies and processes
- Understanding of the Victorian planning system and processes
- Technical knowledge in Python or SQL for data querying and analysis
