Job Summary
The Opportunity: Join our dynamic team as the Program Manager, Mental Health Outreach Team (MHOT) and be part of our journey to make a real difference to the Greater Victoria community Reporting to the Director of Programs, this position provides planning, management, and administration of a team of 8 counselors in our youth mental health services at Thrive.

Key Duties and Responsibilities
- Manages day-to-day operations and staff assignments
- Ensures program standards, policies and guidelines are maintained
- Develops, manages implementation of and evaluates the programs providing on‑going supervision, case consultations and yearly performance outcomes reviews
- Ensures that all accreditation and other applicable regulatory standards are met
- Provides direction and support to ensure program goals are met
- Oversees the budget and expenses for the MHOT, and makes budget recommendations
- Preparation of grant applications
- Seeking out fund development opportunities
- Ensures accurate program and client records are maintained
- Produces reports as required
- Adheres to agency values and principles and promotes and models these
- Ensures staff supports the mission, vision, values, strategic goals and policies
- Works with senior management to formulate program policies and procedures
- Connects the MHOT team objectives to our strategic plan
- Identifies new program opportunities and participates in development/design
- Participates in internal and external committees
- Accountable for meeting all targets for contracted service hours, number of persons served and maximizing allowable staffing levels as per program budget
- Determines staffing needs to ensure program continuity
- Leads the recruitment and selection of program staff, organizing hiring panels and making hiring decisions
- Orients and provides training to staff and/or practicum students
- Coordinates the scheduling and assignments of program staff
- Supports and mentors staff to solve issues and resolve conflicts
- Establishes performance expectations, provides feedback and conducts performance evaluations
- Participates in and models conflict resolution between staff, clients and families
- Investigates complaints filed by clients and staff as defined in the agency’s conflict resolution and/or ethical practice procedures and consistent with the collective agreement where unionized staff is concerned
- Ensures effective communication with staff, clients and families and promotes their participation in and sharing of feedback in order to inform quality assurance practices of the agency
- Promotes public awareness for the program, representing THRIVE externally
- Develops and maintains positive relationships with government officials and with other community organizations
- Proactively, professionally and effectively mitigates risk, creates safety plans, protocols and ensures their implementation
- Competently manages critical incidents
- Performs other related duties as required
Education, Training, and Experience
- Master’s Degree in Counselling Psychology or Social Work or equivalent
- Or Master’s or Bachelor’s Degree in Nursing and licensed under the Registered Nursing Association of B.C. and/or the College of Registered Psychiatric Nurses of B.C.
- Or a degree in a related field with significant experience may be considered
- Direct experience in mental health services, with a minimum of 5 years management experience in a mental health setting
- Experience managing in a unionized environment
- Experience working in the field of child and youth mental health
- Understanding of the DSM‑V
- Experience providing supervision to child and youth counsellors
- Working knowledge of specific community‑based programs, related provincial and community support services, applicable legislation and policies
- Excellent oral, written, facilitation and interpersonal skills
- Demonstrated teamwork, leadership, supervisory skills and a strong commitment to principles of collaboration
- Ability to work effectively with program staff, funders, and other agencies and organizations
Additional Information
- This position requires the ability to function independently, meeting the needs of multiple concurrent projects and deadlines
- This position requires the ability to effectively manage emergency situations
- Moderate level of physical fitness to effectively carry out duties of the position
