About the role
The Senior Contract Specialist is accountable to the Manager, Contract Management for the management of complex, high value and/or high-risk goods and services contracts to ensure they are effectively administered, all commitments are met and agreed outcomes are secured. The role also manages risks at a contractual level and develops risk mitigation strategies in consultation with TAFE SA business units.
The role is responsible for leading, managing, and negotiating commercial matters related to goods and services contracts. The role also provides specialist contractual related advice to internal and external stakeholders, in accordance with the TAFE SA Procurement & Contract Management Framework and relevant government policies, procedures, and frameworks.
Key Responsibilities:
- Continuous improvement of the contracts management framework including the development of policies, procedures, systems and tools in accordance with relevant legislation and organisational direction.
- Management of the register of purchase contracts for timely negotiation, renewal and maximising value-add for business unit customers.
- TAFE SA’s Goods and Services contracts are formed and managed to deliver effectively and efficiently within the scope and requirements of each contract.
- Support to the resolution of complex Goods and Services contractual disputes including working internal/external legal counsel and other external experts as required.
- Drive positive stakeholder engagement behaviours within the team and with other stakeholders.
- Drive continuous improvement and professional development within the team, contributing to service delivery excellence and positive team culture within the Procurement & Contract Management function.
Qualifications and Experience:
- Well-developed interpersonal, written and verbal communication skills to consult and liaise collaboratively with stakeholders, respond effectively to the requirements of a diverse client base, identify and analyse conflict and successfully negotiate on complex and sensitive issues to deliver value for money and sound commercial and compliance outcomes.
- Demonstrated experience in the establishment of complex procurement contracts across all stages of the procurement process including needs identification, planning, preparation of documentation, evaluation negotiation and contract establishment.
- Sound working knowledge of government procurement framework, policy and legislation, and tender and contracting procedures.
- Ability to design appropriate decision making processes, so that choices are both transparent and defensible in retrospect including the ability to anticipate potential problems and to redesign processes and systems so as to minimise their reoccurrence.
- Experience in, and/or knowledge of: Contract Law and the development of contract management strategies and policies.
Renumeration
Remuneration will reflect the expertise and experience you bring to the role, with competitive pay and flexible work arrangements making this a fantastic opportunity to make your mark. The successful candidate may be offered an additional capped allowance of up to 20% for a period of up to two years, subject to business requirements and candidate’s experience.
Special Conditions
The successful applicant is required to demonstrate having a valid Working With Children Check (WWCC) prior to being employed. Applicants who do not hold a WWCC will need to apply at Department of Human Services (DHS).
