Assistant Director, Intelligence Analyst and Operational Systems
Full-time Permanent
Details: The Assistant Director, Intelligence Analyst and Operational Systems is responsible for achieving outcomes across three key outcomes which are, deliver intelligence services (Core Function 1), provide warrant assistance and undertake associated compliance activities in relation to the Telecommunications (Intercept and Access) Act 1979 (Core Function 2) and manage the Commission's technological systems that support the Commission's operations, including its case management system, intelligence databases and related systems (Core Function 3). Further information on each of the core functions is provided in the position description.
The combination of functions under this role reflects the small size of the Commission and the concomitant need to combine functions that in larger organisations would be split into several roles. The Commission will assess what each candidate brings, in terms of knowledge and experience, to each of the three functions and determine the best suited candidate to perform all functions immediately and/or with a period of training. Applicants should assess their own suitability to work in a small agency, including intelligence professionals who come from larger and more highly resourced organisations.
We are committed to creating an inclusive environment where people with diverse thoughts, lived experience, and perspectives can thrive and contribute their unique talents to the ACTPS and ACT community. We encourage Aboriginal and Torres Strait Islander people, people with disability, people with culturally and linguistically diverse backgrounds, veterans, younger and older workers, and people with diverse genders, sexes and sexualities to apply.
Eligibility/Other Requirements:
- Experience in the delivery of intelligence products, ideally in a law enforcement, integrity, national security or regulatory environment (this is relevant to Core Function 1).
- Experience in establishing and delivering practices and processes from the ground up and facilitating positive engagement with staff across the Commission (relevant to all core functions).
- Demonstrated knowledge of data interrogation, intelligence processes, methodologies, and techniques to direct investigations (relevant to Core Function 1).
- Sound oral and written communication skills, including the ability to establish collaborative and effective working relationships with internal and external stakeholders (relevant to all core functions).
- Familiarity with the Telecommunications (Interception and Access) Act 1979 and associated compliance functions or the ability to rapidly acquire the requisite knowledge (relevant to Core Function 2).
- Demonstrated experience in undertaking projects relating to organisational technology business processes and systems.
- Knowledge of contemporary processes and practices and tools used by investigative agencies.
- Tertiary or vocational qualifications in a discipline relevant to the requirements of the position.
- Organisational skills including the ability and flexibility to effectively manage and prioritise multiple tasks to meet deadlines.
- Tenacity and attention to detail.
- The ability to work effectively in a small agency, in the context of multi-disciplinary teamwork.
Compliance requirements:
- The successful applicant will be required to obtain and maintain a Commonwealth security clearance at the Negative Vetting Level 1 (NV1) classification; accordingly, applications can only be considered from those with Australian citizenship.
Notes: A Merit Pool may be established from this selection process to fill similar vacancies over the next 12 months.
How to Apply:
Applications must include:
- A written response (a pitch) of no more than 750 words demonstrating how your Skills, Knowledge and Experience address the criteria outlined in the “What you require” section of the Position Description and outlines why you want the job and why you believe you are the best person for it.
