About the role

The Cancer Navigation Service is a key component of the Australian Government’s Australian Cancer Nursing and Navigation Program (ACNNP). This national initiative is enhancing and expanding Cancer Council’s existing information and support services to provide more timely, equitable, and culturally safe access to information, navigation, and support for anyone impacted by cancer. The project aims to integrate, strengthen, and digitalise navigation pathways, offering new ways for people to connect with support that best meets their needs now and into the future.

We are now seeking a highly skilled Assurance and Financial Performance Manager to oversee Program assurance and financial management activities for this transformative national program. The Assurance and Financial Performance Manager will play a central role in ensuring financial integrity, accountability, and performance of the National Cancer Navigation Service. Working within the Program Management Office (PMO) and reporting to the Head of National Programs, this role provides financial oversight, assurance, and risk management support to ensure the program is delivered efficiently, transparently, meets governance requirements and delivers value for money.

You will lead the development and implementation of assurance frameworks and financial management processes, ensuring compliance with governance requirements and alignment with Cancer Council Australia and Department of Health, Disability and Ageing standards. The role will work closely with internal teams and delivery partners across the federation to drive strong performance, compliance, and risk mitigation

Key responsibilities include:

- Lead financial management for the program, including forecasting, budgeting, variance analysis, and performance reporting.
- Develop and oversee assurance frameworks, including risk management, change control, and performance monitoring.
- Conduct program level stage-gate reviews and maintain assurance action registers.
- Monitor program expenditure and funding utilisation, ensuring compliance with funding and governance requirements.
- Collaborate with finance, procurement, and risk teams to embed consistent financial and assurance practices.
- Prepare financial and assurance reports for executive leadership, steering committees, and funders.
- Support internal and external audit processes and ensure findings are addressed

About you

You have experience managing assurance and financial performance in large, complex programs, ideally in health, government, or the not-for-profit sector. You bring:

- Proven ability to design, implement and manage assurance frameworks across multi-stakeholder environments.
- Strong understanding of financial governance, public sector funding models, and compliance frameworks.
- CPA, CA or equivalent professional accounting qualification, with tertiary qualifications in accounting, finance, commerce, or related discipline.
- Demonstrated experience in risk management, audit processes, and financial reporting to executive or board-level forums.
- Experience with financial systems (e.g. Oracle, SAP) and data visualisation tools (e.g. Power BI).
- High-level proficiency in developing and interpreting complex financial models, reports, and dashboards
- Have exposure to federated or multi-agency delivery environments
- Commitment to equity, inclusivity, and cultural safety in program delivery.
