Drive Fiscal Excellence and Shape Department-Wide Financial Reform

Are you a collaborative leader with deep fiscal expertise and a passion for driving reform? The Department of Energy, Environment and Climate Action is seeking an accomplished and forward-thinking Director, Fiscal Management and Funds to lead a specialist branch responsible for elevating the department's fiscal strategy, performance and sustainability.

As Director, Fiscal Management and Funds, you will provide authoritative expertise on the Victorian Government's Budget policies and frameworks, guiding the department through complex fiscal settings and ensuring robust financial governance. You will oversee the design and maintenance of best-practice policies, frameworks and controls across fiscal management, Trust funds management, Grants management and the Sustainability Fund.

A key advisor to the Chief Financial Officer (CFO), Secretary and the Board, you will lead a significant reform program aimed at strengthening financial forecasting capability and driving fiscal sustainability across the organisation.

About You

You are an experienced financial leader with a strong command of public sector fiscal management, a strategic mindset and the credibility to influence senior decision-makers. Your background includes:

- Demonstrated experience in developing, implementing and monitoring budget frameworks, policies and controls that drive fiscal performance and mitigate financial risk.
- Extensive understanding of the Financial Management Act 1994 and the Resource Management Framework, and proven experience applying these within a portfolio department.
- Expertise in establishing standards, governance frameworks and best-practice processes for Trust fund management in line with legislative and policy requirements.
- A track record of providing high-quality, strategic fiscal advice to senior stakeholders.
- Senior-level leadership experience managing diverse, complex functions in the public or private sector (highly regarded).
- A tertiary qualification in accounting and/or finance (highly regarded).

About the organisation

We employ approximately 6,300 staff, including around 600 seasonal staff, across more than 86 locations throughout Victoria, across energy, environment, climate action, water, agriculture, and resources portfolios.

Our challenge is to maintain Victoria's liveability, with a population expected to almost double by 2050, while responding to climate change and protecting our natural environment, infrastructure and heritage for future generations. We take a community-centred approach and involve communities and key stakeholders in decisions and policies that affect them and we collaborate across our portfolios to design and deliver services and programs.

This is an ongoing position. The work location for this position is flexible within Victoria with hybrid work arrangements available.

To be considered for this position, applicants are encouraged to submit a resume and cover letter (no longer than 2 pages) summarising their skills and relevant experience.
