The Team

Gender Responsive Budgeting (GRB) was introduced in Victoria in 2022, placing Victoria ahead of other Australian jurisdictions at that time. The manager of the Gender Responsive Budgeting unit will oversee the continued implementation and ongoing development of GRB in Victoria, including contributing to the delivery of the annual budget.

Key accountabilities

Manage the Gender Responsive Budgeting team to support delivery of the annual State Budget:

- Lead the team in policy development and implementation of gender responsive budgeting within existing whole of government frameworks, policies and processes.

- Lead the team to produce high-quality advice and options, both verbal and written, to Government and senior executives on significant economic and social policy issues impacting gender equality and the impacts of resource allocation decisions on gender equality.

- Contribute to internal projects relating to managing and improving budget and financial management processes and policy, using negotiation and influencing skills to resolve differences and gain agreement on alternative views or proposals.

- Use communication and influencing skills to resolve complex issues and influence stakeholders (internal and external) who hold competing priorities or views and negotiate with peers to gain shared commitment to the delivery of activities to meet timelines.

- Build and maintain strong stakeholder relationships, both internally and externally, and use formal and informal channels, both internally and externally, to achieve desired departmental objectives, build capability and deliver required projects.

- Confidently represent DTF at forums and establish and maintain relationships with key stakeholders in DTF, and across departments and agencies, often at senior levels.

Key Selection Criteria

- Demonstrated ability to manage a team so that staff are productively deployed, and products delivered in a timely manner and appropriate quality, through effective workforce planning practices.

- Demonstrate strong conceptual, research and problem-solving skills with knowledge in gender based economic and social policy analysis.

- Ability to identify key messages and information required for decision-making and provide advice with the content and style appropriate to the audience.

- Achieves outcomes through excellent oral and written communication skills and a capability to present persuasive economic and social policy advice to senior executives.

- Proven ability to negotiate and influence others to achieve strategic objectives; and high-level capability in building productive and influential relationships with internal and external stakeholders.

- Works collaboratively in a fast-paced environment, finding new ways to deliver outcomes.

Experience and qualifications

- A relevant tertiary qualification, for example in public policy, finance or law, is desirable, or relevant experience.

- Experience of the State budget process, or working in Government, are highly desirable.
