In this pivotal role, you’ll be at the forefront of driving a safety-first culture across the Shire, ensuring our people, contractors, and community members work in safe, compliant, and supportive environments. From conducting site inspections and leading investigations to coaching leaders, delivering training, and implementing wellbeing initiatives, your work will directly strengthen the Shire’s safety systems and culture.

Role Objective / Purpose

Reporting to the Manager Organisational Development, this role plays a key part in promoting a safety-first culture across the Shire. You will ensure consistent safety practices are followed, and that all accreditations and certifications are maintained. The role involves conducting regular audits and providing timely, professional on-site support, education, and coaching. You will also deliver health and wellbeing initiatives and programs across all Shire locations.

Key Role Outcomes

- Provide stakeholder advice and support to ensure compliance with relevant WA statutory requirements, Codes of Practice, Shire policies, directives, and procedures.
- Proactively identify, assess, and resolve WHS risks and non-compliance issues; track trends through dashboards and reporting to inform early intervention.
- Ensure safety practices are consistently applied across all Shire locations.
- Drive a safety-first culture through training, coaching, mentoring, and facilitation of wellbeing programs.
- Undertake frequent intra-Shire travel to conduct site visits, inspections, and assessments.
- Lead effective use and continuous improvement of WHS systems.
- Initiation and completion of quality WHS workplace investigations.
- Ensure industry, regulatory and audit compliance, and sustainability of the Shire’s safety and other associated accreditations and certifications.
- Ensure an effective working WHS Committee, driving ownership and outcomes.
- Workplace Safety and Diversity, Access and Inclusion is a shared responsibility of all staff.

Licenses, Registrations, Memberships or Qualifications Required of Role

- Formal qualification in Work Health and Safety (minimum Certificate IV, Diploma preferred).
- Membership or eligibility for membership of an Australian safety professional association.
- Minimum C Class Drivers Licence.
- Current National Police Clearance (dated within 6 months of commencement).

Experience, Skills, Knowledge Required of Role

- Experience in Local Government or comparable industry environment (desirable).
- Demonstrated experience having worked in a specialist WHS role, including site experience.
- Demonstrated success in mentoring, coaching, and influencing stakeholders.
- Demonstrated working experience in applying WHS Act 2020, regulations, including WHS (General) Regulations 2022 and Codes of Practice.
- Demonstrated experience in conducting in-depth WHS investigations to support early intervention, prevention, and continuous improvement.
- An effective collaborator with strong communication and relationship building ability that engages staff and stakeholder input for health and safety matters.
- Demonstrated experience in data analysis, dashboards, collating trends and identifying suitable support strategies and solutions to manage or eliminate these.
- Training facilitation skills.
- Safety management software and good working knowledge of Microsoft and Safety Systems.
- Resilient professional with an agile, growth mindset.
- Strong analytical and problem-solving skills.
- A pro-active self-starter, able to manage a high workload and competing demands while delivering high quality and timely service and outcomes.

The total annual package for this role ranges from $190,978.61 to $198,875.95, including a competitive salary, superannuation, and other benefits.
