Support a significant maintenance contract to deliver Australian Defence Force Capability

Maintenance services provided by Joint Logistics Command play an important role in supporting Australian Defence Force units preparing for and returning from operations and exercises. Our services will help ensure the availability and safe working order of Defence assets.

The contract includes repair and maintenance of some of Australia's newest and most advanced equipment including surveillance systems, marine craft, light armoured vehicles, and protected mobility vehicles. It also includes operation of a 24/7 nationwide vehicle and equipment recovery service.

**Purpose of this role**:
The Workforce Capability is a critical function in the delivery of the Defence Maintenance Contract. Responsible for the development of a clear workforce capability matrix that not only shows the immediate skilled asset maintenance requirements but also future capability and capacity - including accreditation, training, and ongoing advanced development pathways. The Workforce Capability Manager will also be responsible for the delivery of the Diversity and Inclusion plan which includes a focus on developing and supporting Australian Industry Capability, Indigenous Participation and a national apprenticeship program.

The Workforce Capability Manager will foster strong relationships with their commonwealth counterparts as they ensure alignment and compliance on all asset maintenance criteria, working closely to ensure domestic and overseas joint exercise activities are supported including incident response operations.

Working closely with the Operational Excellence Manager and Regional Managers to develop and implement initiatives at a site level that enhance workforce reporting, capability, and emerging opportunities for the contract participants. Planning and organisational mindset will be essential for success with a critical focus on attention to detail and the ability to influence key stakeholders via data driven decision making.

**Key selection criteria**
- Tertiary qualifications in relevant discipline or demonstrated equivalent experience in workforce development, training, employment, human resources
- Demonstrated experience in the proactive engagement and management of multiple stakeholders both within and external to the business to achieve workforce capability deliverables
- Well-developed communication and interpersonal skills including the ability to liaise, consult and negotiate with internal and external stakeholders.
- Demonstrated capacity to provide effective knowledge and experience in human resource and administration practices
- Demonstrated organisational skills with the ability to oversee and manage numerous tasks, prioritise work and meet deadlines, be accountable for the performance outcomes of human resources
- The incumbent to this role must be eligible to hold a Defence Security Clearance up to a level of Baseline. As a result of this requirement the incumbent must be an Australian Citizen.
- Experience within Defence sector (desirable)

**Primary Accountabilities**
- Delivery of workforce capability contract requirements and initiatives
- Provide advice and guidance to key stakeholders to increase understanding of workforce capability and industry participation priorities, program development and strategic intent
- Gather, analyse, and report workforce data to inform delivery of timely training and development programs, optimising local employment opportunities and supporting workforce skills requirements
- Analyse and report on workforce capability data to inform continuous improvement practice and identifying future workforce skills requirements.
- Coordinate and oversee the recruitment, induction, and training of DMC workforce
- Delivery of the AIC objectives including driving the indigenous Participation Plan
- Coordination of mobilising workforce in surge events
- Maintain a training register
- Manage Safety, Health, Environment & Quality (SHEQ) for DMC
- Positively contribute to a diverse, inclusive, and fair work environment, free from discrimination, bullying and harassment.
- Ensures operational adherence to Defence policy and procedur
