The Research Ethics and Data Governance Officer provides secretariat support to relevant internal and external governance groups, managing internal and external data access requests, and driving and executing general program governance and ethics activities related to health data programs.

Duties of the Research Ethics and Data Governance Officer will include, but are not limited to, the following:

- Provide expert technical advice and support to the MedicineInsight Health Analytics Manager and team to inform the appropriate and ethical use of MedicineInsight and other relevant data.
- Oversee the effective maintenance and implementation of the health data governance framework as it relates to the MedicineInsight data collection and other relevant QUM activity.
- Manage governance and ethics groups to ensure quality decision-making processes and peer review for uses of health data.
- Provide information and expert advice to internal and external stakeholders to support the success of Commission’s health data initiatives and be a source of information and advice for other teams in relation to privacy, ethics and data governance issues and obligations.
- Oversee the design and implementation of processes and systems that maximise access to data while maintaining relevant governance and ethics safeguards.
- Identify, support and if necessary, escalate particular data use scenarios within Privacy Impact Assessments (PIAs) and in line with data breach reporting and contract management processes.
- Support the Commission’s privacy officer and contribute to privacy improvements activities across the organisation, such as planning, developing and implement staff training initiatives to ensure an integrated privacy, ethics, data governance and information management regime, as well as a sound level of understanding of privacy and data governance requirements across the Commission.
- Support MedicineInsight Health Analytics Manager with team planning, decision making, policy and process implementation and other work to achieve organisational objectives.
- Work closely with internal and external customers to ensure delivered products are appropriate and fit-for-purpose.
- Other duties as required by the Commission.
- An extensive and comprehensive understanding of Australia’s healthcare system, including sound understanding of current primary health care safety and quality issues and research ethics and data governance requirements.
- Extensive high-level health data ethics and governance expertise including demonstrated experience in the design and implementation of data governance frameworks.
- Excellent policy development and project management experience relevant to quality use of medicines.
- Highly developed analytical skills and conceptual ability, with the demonstrated capacity for sound judgement and innovative problem-solving.
- Highly developed oral and written communication skills including demonstrated ability to prepare high quality documents and submissions, present to a range of audiences, and explain complex technical and clinical issues simply.
- Demonstrated highly developed interpersonal skills, in particular, an excellent ability to consult and negotiate with a wide variety of stakeholders.
- A high level of knowledge and comprehensive understanding of key safety and quality issues relevant to medication safety.
