**About the role**
The Legislation Officer position sits within the Legislation Branch of DTP Legal.
The Legislation Branch is responsible for providing high quality legislative and legal advice and services on a broad range of matters across the Department as required. The Branch is responsible for assisting with design of the Department’s legislation program and delivery of an extensive range of bills, regulations and other statutory instruments.
The Branch also assists with the provision of legal services to the Department, which will be prominently focused on administrative law and public law matters for a diverse client group including regional staff, policy officers and administrative decision makers. This position will undertake a wide variety of work across DTP Legal.
DTP Legal is a Group within the Department, and is responsible for providing legal, legislative, commercial and policy advice and support to the Secretary and Department in the achievement of the transport system vision, objectives and decision-making principles, and in relation to the planning and building systems in Victoria.

**Position Outcomes / Accountabilities**
The role involves offering expert and strategic guidance on intricate and sensitive legal, policy, and legislative matters within the framework of government and departmental policy goals. This includes actively contributing to the delivery of legislative services and the legislative agenda by taking the lead or providing support for significant legislative reviews, reform projects, and the development of legislative schemes.
Furthermore, the role extends to delivering authoritative counsel on legal and legislative matters to DTP staff and various agencies within the transport and planning portfolios. This includes providing high-level advice with multiple options for decision-making and effectively managing stakeholder interests.
The responsibilities also encompass conducting in-depth research and analysis of complex legal and policy topics, along with fulfilling other tasks and duties as directed, which may involve collaborating with different branches within DTP Legal.
In addition to these professional duties, the role emphasizes the promotion and support of a safe, inclusive, and flexible team environment to facilitate effective operations.
**Key Selection Criteria**
- Knowledge of and experience in the principles and practice of constitutional and administrative law with high level statutory interpretation skills
- Knowledge and understanding of legislative processes and associated policy, cabinet, legal and constitutional requirements and procedures
- Extensive experience in developing primary and subordinate legislation, including carriage of significant reform projects
- Demonstrated ability to provide strategic and authoritative advice on complex legal policy and legislative issues under tight timelines
- Demonstrated ability to liaise effectively and work collaboratively with colleagues, managers and key stakeholders
- Demonstrated ability to work effectively both with mínimal supervision and in a team environment, and to plan and prioritise tasks and manage strict timelines
**Qualifications and Experience**
**Preferred qualifications**
- Admitted to practice law in Victoria and a current practicing certificate is preferred*.
- If admitted to practice law in Victoria, the role will include the provision of legal advice. If not admitted, the role will not encompass giving legal advice, but will include giving advice on legislative and policy issues.
**Desirable**
- Experience as a government lawyer preferred but not essential
