Melbourne, Australia National Disability Services (NDS) Full time

About the role
- Full-time 38 hours per week (5 days); 4 days per week could be considered
- Fixed term contract until31 June 2024
- Parkville office based/hybrid working negotiable

NDS has received funding from the Victorian Government to undertake further targeted work to drive disability sector improvements and to inform Victorian Government action toward better outcomes for Victorians with disability.

This will include activity by NDS in the following areas:

- Workforce promotion strategies that support disability providers to be employers of choice.
- Activities across regional Victoria to share good practice and increase recruitment success.
- Disability sector workforce planning across metropolitan and regional Victoria to help address recruitment, retention, support, and supervision issues.
- Responses to emerging crises and adjustments caused by the COVID-19 pandemic.
- Promotion and support for the implementation of Victorian Government funded initiatives, including the Victorian Portable Long Service Benefits Scheme, Victorian Disability Worker Commission and the NDIS check process.
- Sector support to make meaningful contribution to NDIS reviews and proposed changes to the scheme.

In addition, the Victorian government has extensive safeguarding requirements relevant to disability services, and a commitment to consultation with the community sector. This requires development of submissions, briefing notes and feedback and advocacy across a broad array of issues.

The Policy and Projects Officer will lead elements of this work, in close collaboration with the NDS Head of Workforce, Head of Quality, Victorian State Manager and related staff.

Key Responsibilities:
The Policy and Projects Officer will contribute to Victorian sector development activities and contribute to achievement of project outcomes, working to the Victorian State Manager, and in close liaison with NDS workforce, quality and sector development staff.
- Provide advice to the Victorian State Manager on emerging issues and developments which have implications for disability services, particularly related to Victorian government initiatives
- Knowledge about the complex array of issues and developments impacting Victorian service providers, including regulatory and safeguarding developments.
- Undertake analysis of complex material and synthesize to inform development of news updates, project reports, policy submissions, and resources
- Support NDS Victorian member retention and engagement through responsive and proactive support.
- Assist in the writing of NDS’s submissions on Victorian developments, scope project parameters and draft reports and briefings, drawing on synthesis of complex material and input from NDS members, NDS staff and other stakeholders.
- Represent NDS, clearly and comprehensively articulating the views of the NDS in presentations at forums with disability service providers and with government stakeholders.
- Coordinate and support communities of practice and forums to support engagement of NDS members, elicit member feedback, enable sharing of good practice and keep providers abreast of relevant developments.
- Support continuous improvement in members’ service provision, through identification and promotion of relevant resources and good practice, including through Victoria’s existing engagement infrastructure
- Respond to NDS Helpdesk questions and Victorian member queries with timely, accurate information.

Other Responsibilities (applicable for all NDS employees):

Skills & Experience:

- Sound knowledge of the policy, operational and regulatory environment affecting the activities of Victorian disability service providers
- A strong understanding of current challenges and opportunities facing Victorian disability services.
- High level skills in written communication, with demonstrated ability to draft clear, accurate and cogent submissions, policy documents, updates and resources objectively and analytically.
- High level interpersonal and presentation skills and demonstrated capacity for productive stakeholder engagement with a wide range of stakeholders, including government representatives, providers and external audiences
- Demonstrated strong organisational skills, initiative, and ability to manage multiple priorities and deadlines
- A tertiary qualification in a related discipline is required; a master’s degree would be highly regarded
- Victorian Driver’s License (preferred)
