The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent

agency established on 1 July 2018 to improve the quality and safety of NDIS supports and

services. The Commission is the dedicated national regulator of NDIS service providers in

Australia and a non-corporate entity under the _Public Governance, Performance and _
- Accountability Act 2013 (PGPA Act). _

**The NDIS Commission’s core legislative functions**

Uphold the rights of, and promote the health, safety and wellbeing of, people with
disability receiving supports or services, including those received under the NDIS.

Develop a nationally consistent approach to managing quality and safeguards for
people with disability receiving supports or services, including those received under
the NDIS.

Promote the provision of advice, information, education and training to NDIS
providers and people with disability.

Secure compliance with relevant legislation through effective compliance and
enforcement arrangements.

Promote continuous improvement amongst NDIS providers and the delivery of
progressively higher standards of supports and services to people with disability.

Develop and oversee the broad policy design for a nationally consistent framework
relating to the screening of workers involved in the provision of supports and
services to people with disability.

Engage in, promote and coordinate the sharing of information to achieve the objects
of the relevant legislation.

Provide NDIS market oversight, including:
i. by monitoring changes in the NDIS market which may indicate emerging risk

ii. by monitoring and mitigating the risks of unplanned service withdrawal.

The COO Division is responsible for managing all corporate service activities, providing high

quality advice to inform decision making and supporting the implementation of initiatives

identified by the Commission Executive. The COO Division consists of:

**The Property and Security Team**

This position is located in the Chief Operating Officer Division. The team is responsible for:
Managing the leased property portfolio of the Commission, including working with
partners and central agencies to ensure compliance with Commonwealth policies.

Ensuring that leased sites remain accessible and safe and that property related risks
are understood and eliminated or managed.

Ensuring that leased sites are fit for purpose, and that they support the workforce of
the Commission, while achieving the best possible value for money.

Advising the Executive and the Commission broadly on Security matters, including
through formal briefing, education and utilising existing internal communications
products.

Coordinating, in conjunction with AGSVA, the personnel security clearance process
for the Commission.

Authoring, in conjunction with relevant stakeholders, the Commission’s Security and
Property related policies, including the Business Continuity Plan.

Managing the Commission’s access pass process and database.

**Key duties**

The APS5 Property and Security Officer will assist the Property and Security Manager in a

small team to deliver high-quality property and security services to the whole NDIS

Commission. Key duties of the position are:
Communicating effectively with internal and external stakeholders to deliver

property and security related services.

Assisting with the development, execution, and review of actions to support the

Commission’s approach to implementing the Protective Security Policy Framework

(PSPF) and guidelines in accordance with the PGPA Act.

Drafting building notifications and input for relevant communication channels.

Assisting with identifying threats, risks and vulnerabilities, and providing effective

solutions to manage and mitigate identified risks.

Facilitating the security clearance process for the NDIS Commission workforce and

being a primary point of contact for clearance holders on their respective clearance
- related issues.
