**Applications close by 10am Monday 20th of February 2023.**

**Mandatory: Australian Citizenship required to work within Federal Government**

**Our Federal Government client is seeking to engage SPEC Strategic Advisor First Nations for a 12 months assignment with potential extension in Adelaide**

The team works through influence across the NDIA and externally, tracking research evidence, industry trends and best practice developments to inform NDIA work. The team is responsible for assessing wider reforms, external opportunities and challenges likely to impact on participants and the NDIS over time. The team plays a key role in managing senior sector and broader stakeholder relations through both formal and informal engagement mechanisms.
**About the First Nations Strategy** The First Nations Strategy is the NDIA’s public commitment to working alongside First Nations people with disabilities, their families and their communities, to achieve outcomes from the NDIS on an equal basis with the broader population.

In July 2021 we publicly confirmed our commitment to co-designing the strategy and working with participants, families, carers, and sector stakeholders. The NDIA has recently started a co-design process to refresh our First Nations Strategy, with the aim to measurably improve outcomes for First Nations people with disability.

The NDIA is partnering with the First Peoples Disability Network (FPDN) to co-develop the new Strategy, and will actively consult and co-design with the sector, including with First Nations people with disability, participants, families, carers, communities, representative organisations, peak bodies and other sector stakeholders. Refer to the NDIA Engagement Framework for further details on our co-design approach.

The First Nations Strategic Advisor will lead and contribute to the strategic planning of the NDIA’s approach and objectives for First Nations participants with a strong emphasis on culturally safety, appropriateness, and competency. The role will provide advice to develop short, medium, and long-term plans and implement high level operational strategies aimed at supporting First Nations people with disability and achieving the NDIA’s mission to ‘
- build a world-leading National Disability Insurance Scheme’_.

The First Nations Strategic Advisor operates with relative independence. It is a senior position of influence that provides critical input into shaping the direction of the First Nations Strategy. The Strategic Advisor will not possess direct or independent decision-making authority within the NDIA, however, they will act as a key point of input, review, feedback and endorsement on the co-design approach, direction and outputs to develop the Strategy.

The First Nations Strategic Advisor will have an appropriate seat at the table with Senior Executive Service (SES) leaders and support decision-making around the Strategy. All key decisions will be informed by the perspectives and views of the First Nations Strategic Advisor. This individual will ‘walk alongside’ the First Nations Strategy project team, project sponsor, and other leaders (including Branch Managers and General Managers in the NDIA) in this space. They will work closely with the First Nations Strategy project team to provide leadership, advice and coaching on what elements of the NDIS need focus and improvement to better support First Nations people with disability

The position requires the development and maintenance of constructive and influential relationships with key internal and external stakeholders, to ensure their understanding and collaboration on key issues and changes emerging from the Strategy. This will include the Agency’s First Nations Employee Network (FNEN), Reconciliation Action Plan (RAP) Working Group, Closing the Gap Team, Participant First and the Independent Advisory Council.

**The primary responsibilities of this position include**:

- Guiding and advocating for the strategy development and implementation process and findings internally and externally to help drive alignment and build the profile of the work.
- Maintaining a strong profile in key internal and external stakeholder networks, building, and maintaining stakeholder confidence and partnerships as well as speaking at stakeholder consultations and events, as required.
- Attending governance sessions with key stakeholders. This includes being a member of the First Nations Advisory Group (FNAG), and providing strategic input into FNAG sessions.

**ESSENTIAL CRITERIA DESCRIPTION**
- Previous career experience at a senior executive level or, strongly experienced in engaging with and influencing stakeholders at a senior executive level.
- Broad, diverse expertise in First Nations matters, issues and priorities, across different sectors and/or intersectionalities. For example: disability, community services, health, families and early childhood, housing and homelessness, justice and/or child protecti
