Aboriginal Self-Determination and Reform Branch
The Aboriginal Self-Determination and Reform Division (ASDR) provides leadership, culturally sound advice, and strategic direction to guide and empower staff to genuinely partner and meaningfully engage with Victorian Traditional Owners and Victorian Aboriginal communities. The ASDR Branch's primary responsibilities are to enable the self-determination reform agenda across the Transport Portfolio through the implementation of the integrated “Transport Portfolio Aboriginal Self Determination Plan 2020-2023”.
The ASDR Division also leads the Coordination of integrated advice to the Victorian Government on transports delivery of Victorian Aboriginal affairs commitments, including but not limited to;
- Victorian Aboriginal Affairs Framework 2018-2023
- Victorian Government Self-Determination Reform Framework
- Treaty in Victoria
- Yoorrook Justice Commission
- Victorian Closing the Gap Implementation Plan
- Yuma Yirramboi - Aboriginal Employment and Economic Strategy
- Barring Djinang Aboriginal Employment Strategy for the Victorian Public Service

Primary purpose of this role
Reporting to the Director, The Principal Policy Officer - Aboriginal Self-Determination and Reform will provide the Department of Transport and the Transport Portfolio with expert and authoritative policy analysis, advice, and leadership to support Victoria's Self-Determination Reform agenda reform, including the development of the Self Determination Reform Plan. This role will work closely and negotiate with stakeholders across the government, and the transport portfolio, including Victorian Traditional Owners and Victorian Aboriginal communities.
Key Accountabilities
- Provide considered, informed and authoritative advice to the Director, Aboriginal Self Determination and Reform, senior executives of the Department of Transport and Transport Portfolio on current and emerging Victoria government Aboriginal Self-Determination priorities
- Oversee the development of policy and initiatives that meet government and Transport Portfolio Aboriginal Self Determination objectives within resourcing and timelines.
- Identify emerging complex or highly sensitive issues, risks and trends impacting on self-determination reform, and develop innovative solutions and options
- Prepare and present detailed, comprehensive reports, ministerial briefs, cabinet, and agency submissions on complex matters, integrating complex information from a variety of sources in a time-pressured environment
- Pro-actively build and maintain effective working relationships and facilitate the flow of information across the Department of Transport, the Transport Portfolio and with key external stakeholders in the Victorian Aboriginal community.
- Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence policy development.
- Undertake strategic planning to confirm project goals, allocate resources and identify timelines to implement the objectives of the project across the transport portfolio.
- Supervise/coordinate Senior Policy Officers/Policy Officers as required.
- Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements.
- Assist with Aboriginal Self-Determination and Reform activities, as required

Specialist/Technical Expertise/Qualifications
- Demonstrated knowledge and understanding of Victorian Aboriginal cultures and societies including Traditional Owner groups.
- Demonstrated experience in working effectively with diverse Traditional Owner groups and Aboriginal Victorians and ability to strengthen and build relationships and partnerships.
- Experience in leading and managing teams.
