**About the NDIS Quality and Safeguards Commission**
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent
agency established on 1 July 2018 to improve the quality and safety of NDIS supports and
services. The Commission is the dedicated national regulator of NDIS service providers in
Australia and a non-corporate entity under the _Public Governance, Performance and _
- Accountability Act 2013_.

**The NDIS Commission’s core legislative functions are to**:
uphold the rights of, and promote the health, safety and wellbeing of, people with
disability receiving supports or services, including those received under the National
Disability Insurance Scheme;
develop a nationally consistent approach to managing quality and safeguards for
people with disability receiving supports or services, including those received under
the National Disability Insurance Scheme;
promote the provision of advice, information, education and training to NDIS
providers and people with disability;
secure compliance with relevant legislation through effective compliance and
enforcement arrangements, including through the monitoring and investigation
functions conferred on the Commissioner by legislation;
promote continuous improvement amongst NDIS providers and the delivery of
progressively higher standards of supports and services to people with disability;
develop and oversee the broad policy design for a nationally consistent framework
relating to the screening of workers involved in the provision of supports and services
to people with disability;
provide advice or recommendations to the National Disability Insurance Agency
(NDIA) and its Board in relation to the performance of the Agency’s functions;
engage in, promote and coordinate the sharing of information to achieve the objects
of the relevant legislation; and
provide NDIS market oversight, including:
by monitoring changes in the NDIS market which may indicate emerging risk; and
by monitoring and mitigating the risks of unplanned service withdrawal.

**About the Planning, Performance and Delivery Branch**
The Planning, Performance and Delivery (PPD) Branch is responsible for supporting the
strategic agenda of the Commission Executive, including through the delivery of planning,
performance reporting and project delivery. The Branch collaborates with other areas of
the Commission on whole-of-Commission initiatives and works to establish coherent and
consistent approaches to the development, co-ordination, delivery, reporting and

evaluation of activities.
The Branch comprises two teams:
- The Delivery Office_ - responsible for providing whole-of-Commission enabling
support for the co-ordination of Commission wide high priority initiatives. The
Delivery Office works closely with all areas of the Commission to provide strategic
assistance where required, as well as drive evidence-informed practices and
continual improvement.
- Planning, Performance and Governance_ - responsible for leading the Commission’s
annual performance cycle that includes corporate and operational planning and
reporting processes. This includes leading the contribution and coordination
activities for the Annual Report and Corporate Plan, ensuring compliance with _Public _
- Governance, Performance and Accountability Act 2013_ and alignment with the
Commission’s five-year strategic outlook.
**Responsibilities of the team**
The Delivery Office is a key enabling area, responsible for project oversight, change
management and reform activities. The Delivery Office monitors progress against
initiatives, including the development of internal and external reporting and alignment
with the Commission’s five-year strategic outlook. The Delivery Office supports continuous
improvement and provides the frameworks and structures to deliver innovative and
effective programs that support the delivery of regulatory excellence and a one
- commission approach.
The Delivery Office Assistant Director is responsible for overseeing a small team of project
