**The Opportunity**:
- The Department of Parliamentary Services (DPS) is recruiting for a PSL 6 Manager Security Operations (MSOs) in the Security Operations Branch of the Security Division.
- Security Division is responsible for broader security functions that support the business of DPS protective security including security planning, capability, risk, policy and reporting. Security Operations Branch works with many different Australian Parliament house (APH) security stakeholders, including the Australian Federal Police (AFP), the Department of the House of Representatives, the Department of the Senate, the Ministerial Wing Support, and other entities within the Parliamentary precincts.
- The MSOs are responsible for assisting the Assistant Directors, Security Operations (ADSOs) in the day to day security management and security arrangements of APH. They will manage Assistant Managers, multiple team leaders and an estimated workforce of 200 PSS officers in all aspects of operational security for APH and provide technical knowledge in security related operations and activities. They will assist the ADSOs in the design, coordination and delivery of Security Branch activities associated with Human Resources, rostering and security sustainability, and will provide insight on workforce planning.
- The successful applicant will be required to work closely with other sections of the Security Division along with various external stakeholders to manage staff in delivering security services and an emergency response. Excellent written and verbal communication skills are required to succeed in this role, along with the ability to establish, maintain and enhance stakeholder relationships, and provide strong leadership to a large cohort of staff.
**Who we are looking for**:
Demonstrated knowledge of protective security policy, measures, and strategies in a sensitive government security environment.
- Ability to effectively lead and manage the activities of operational security team leaders in both routine and high-pressure situations.
- Experience in team management, including the ability to work closely with key internal stakeholders in the administration of HR related activities.
- Highly developed organisational and administrative skills, with the ability to set priorities and maintain accurate records.
- Well-developed verbal and written communication skills with a strong focus on stakeholder engagement.
- Demonstrated ability to manage and deliver high quality security and customer focused services in a security environment.
**Job Specific Requirements**:
- The successful applicant will be required to:
- Obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.
- Complete a training program, which includes Operational Safety Training and First Aid. All training will be provided by the Department.

- Under limited/general direction undertake duties in accordance with the agreed standards for the PSL 6 classification. The duties will include, but are not limited to, the following:
- 1. Support the Assistant Director Security Operations (ADSO) in providing strategic direction to the PSS Team Leaders to ensure the delivery of high-quality operational security services to the APH expectation and the standard of service delivery is maintained.
- 2. Provide expertise and technical knowledge in security related operations and activities to enhance and support the security capabilities of APH and the ability to set priorities for the work area, maintain team cohesion, and ensure quality of outputs for the work area.
- 3. Critically analyse security roles and responsibilities with a view to continuous improvement and provide security advice in relation to potential threats.
- 4. Preparation of written materials to a high standard including Operational Orders, Screening Exemptions and Security Instructions and reviewing, collating on PSS security incident reports.
- 5. Assist the ADSO in the following duties:
a) provide security advice for special functions, visiting dignitaries and security operations at Parliament House and prepare relevant operational orders and event plans to support operations.
- b) manage relationships with stakeholders to achieve work area and agency goals on security related issues.
- c) manage the conduct of validation exercises including joint training activities conducted with the Australian Federal Police Uniformed Protection section (AFP-UP).
- d) review special event proposals to ensure appropriate and agreed resourcing and security arrangements are in place.
