**The Role**
The **Pacific Labour Operations Division** is responsible for managing and implementing the Pacific Australia Labour Mobility (PALM) scheme which has two key objectives:

- To contribute to the economic development of nine Pacific Island countries (Fiji, Kiribati, Nauru, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu) and Timor-Leste; and

The department manages the PALM scheme domestic operations, in collaboration with the Departments of Foreign Affairs and Trade (DFAT); Home Affairs; and the Fair Work Ombudsman.

The Division operates in a fast paced, dynamic environment with a requirement for ongoing stakeholder engagement.

The **PALM Evaluation, Research and Monitoring Section** is a small, multidisciplinary team that supports the PALM scheme through timely research, analysis, and advice. The team oversees the forward research agenda and uses evaluation and research findings to support policy development and the continuous improvement of the PALM scheme.

**Research Officer**
Reporting to the Senior Research Manager, the Research Officer will work as part of a team responsible for undertaking PALM scheme research. This will include undertaking, qualitative and/or quantitative research as well as report writing and data analysis. The role will also review and brief on contemporary external research relevant to the PALM scheme.

**Labour Market Analyst**
Reporting to the Senior Economist, the Labour Market Analyst will work as part of a team responsible for the PALM scheme labour market research and analysis. This will include modelling, researching and analysing the Australian economy and labour market as well as in-depth data analysis and interpretation and report writing.

Please note: These positions are available on an ongoing basis. Future positions may be offered on an ongoing or non-ongoing basis for up to 12 months initially.

**Duties and Responsibilities**

Responsibilities of the **Research Officer**:

- Assist in the conception, construction and delivering of research projects, including survey and questionnaire design.
- Engage in research activities including, but not limited to, qualitative and quantitative survey work, including the management and facilitation of interviews and focus groups.
- Undertake data compiling and analysis to construct informative tables and graphs.
- Under the guidance of the Senior Research Manager, conduct literature reviews, data analysis and environmental scans and extract meaningful insights.
- Review and prepare briefings to the Senior Executive on relevant contemporary research publications.
- Maintain a research register.

Responsibilities of the **Labour Market Analyst**:

- Extract, compile, analyse and interpret labour market data from a range of sources including the ABS and departmental administrative data.
- Support the development of econometric models for analysis of relevant labour market issues.
- Review existing research and assist with drafting reports and briefs.
- Support the development and maintenance of labour market intelligence products that support the division.
- Develop and maintain stakeholder relationships between departments that may hold relevant data or research that could be used by the department.
