**Wathaurong Aboriginal Cooperative Limited**

The name Wathaurong (Wadda-Wurrung) is a recognised Tribe

(community which consists of some 25 Clans) that form part of

the Kulin Nation of Aboriginal people. The Traditional

boundaries of the Wathaurong people span the coastline from

the Werribee River to Lorne peninsula and traverse inland to a

north direction towards Ballarat. Wathaurong services

Aboriginal Communities living on Wadda-Wurrung, Gulidjan and

Gadubanud Countries.

Wathaurong was formed by community in 1978 as a place of common ground where Aboriginal

people could be together and share in a sense of community with formal registration in 1980 to

support the social, economic, and cultural development of Aboriginal people, particularly within

the Geelong and surrounding areas. Wathaurong Aboriginal Cooperative Limited is an

Aboriginal Community Controlled Organisation governed by an Aboriginal Board who are

elected through the Annual General Meeting process annually, with their Chief Executive Officer

to operationalize the strategic directives of the Board.

**Purpose of the Role**

Aboriginal Best Start partnerships have been established to make sure that local Aboriginal communities and

organisations are given every possible opportunity to influence outcomes for their children and families. It is

widely acknowledged that past practices have not had a positive effect on Aboriginal people. Current health

and welfare policies acknowledge the impact of past policies and seek to work collaboratively for a better

future. The Aboriginal Best Start partnerships have been established to make sure that local Aboriginal

communities and organisations are given every possible opportunity to influence outcomes for their children

and families. The Best Start Facilitator will empower communities and families and develop broad cross

**Purpose of the Role**

sectoral partnerships across all early years services to improve outcomes for Aboriginal children and their

families. Best Start is an early years initiative to support families and caregivers to provide the best possible

environment, experiences and care for children from birth to school transition. This localised, targeted way

of finding solutions to problems faced by families has been shown to be extremely effective.

**Key Result Area Key Responsibilities**

**Primary Responsibilities **- Use local data and community knowledge to identify those who are
experiencing vulnerability In the Wathaurong Community.
- Collaborate with Community members external service providers and

Wathaurong programs to address issues as they are experienced
(KFFE, Milla Milla, KMS, MCH, Family Services)
- Focus efforts on boosting Aboriginal and Torres strait Islander

children's participation in the programs such as kindergarten and
maternal and child health (MCH) services.
- Develop and implement prevention strategies, such as providing

referral pathways when targeted supports are required.
- Take responsibility for the interests of Aboriginal and Torres Strait

Islander children and children experiencing vulnerability, to access the
key universal platforms of kindergarten and MCH services, and
targeted services like supported playgroups
- Define and agree on the barriers and needs for their Best Start site that

align with the Best Start vision, key directions, outcomes and the site's
special areas of focus. They are careful to ensure the impact of the
partnership is placed ahead of the interests of any individual
organisation
- Develop a logic model and devise strategies and actions to test

through plan, do, study, act cycles, and engage in improvement cycles
to achieve Best Start outcomes
- Build and maintain networks with relevant stakeholders to strengthen

partnerships both external and internal
- Monitor and report on progress regularly so that improvements can be

made to their Best Start strategies and actions
- Prepare, develop and endorse all reports in line with the Department's

requirements, as per the Best Start policy and guidelines.
- Ensuring your practice is always culturally appropriate and advocate

for Aboriginal and Torres Strait Islander children to receive culturally
appropriate services
- As required advocate on behalf of young people
- Ensure confidentiality and legislative requirements are adhered to and

in line with policies and procedures
