Public Sector People, in partnership with a metropolitan council, are currently seeking a experienced Enforcement, Compliance or Local Laws Office to join their team in a Construction Management - Permits & Inspections Officer role.

The job entails overseeing the administration and management of construction-related local law permits, inspections, and associated financial and informational aspects.
- Minimum 2 years’ experience in Construction Local Law or construction industry/built environment.
- Excellent negotiation and networking skills with the ability to influence the environment on building related matters through developed networks.
- Local Government experience and extensive knowledge of construction related Local Laws.
- Highly developed written and oral communication skills and the ability to present to and negotiate effectively with a diverse range of internal and external stakeholders.
- Local knowledge of roads, related pedestrian and traffic density, buildings in the neighbourhood and construction requirements for road space and experience in traffic management legislation, procedures and requirements.
- Demonstrated ability to exercise personal judgement and decision making when undertaking enforcement - NTC’s / Infringements.
- Victorian Driver’s License - essential
- Industry White Card - essential

Key Responsibilities:

- Coordinate information and educational requirements for all related statutory permits.
- Liaise with Council’s Transport & Traffic, Asset Management, Parks departments and service authorities to ensure uniformity and consistency of requirements in all works on Council land.
- Liaise with Senior Construction Management Officer to ensure inspections needs for Permits are met.
- Assist in the delivery of Branch statutory permits and related inspections
- Liaise with permit applicants to ensure that Council’s Local Laws and policies in relation to work on roads, nuisance abatement and protection of assets are satisfied.
- Produce periodic reports relating to permits and inspections.
- Liaise with Senior Construction Management Officer and Customer Service to ensure payment of permits is undertaken accurately and in accordance with Council process and procedure.
- Liaise with the Records Management team and Business Support team to ensure service requirements on accuracy and turnaround times are maintained.
- Undertake proactive approach to site inspection and investigate construction Local Law matters as a result of complaint requests received - report findings and respond to customer with outcome of findings and action taken.
- Engage in negotiations to ensure consistency, uniformity and efficiency of permits as required.
- Resolve a range of construction related Local Law matters associated with the day-to-day and longer-term operations of the team.
- Gain the cooperation and assistance from all stakeholders and the public in achieving the goals of statutory permits including enforcement proceedings such as Notices to Comply and Infringements.
- Undertake effective case management of issues under investigation including interview citizens, taking statements as necessary and gathering evidence in the preparation for prosecutions.
- Undertake proactive permit inspections to ensure permit compliance.
- Prepare evidence and reports for prosecution matters and where required, attending Court and giving evidence as necessary.
- Undertake some duties outside of normal hours where required for which, an appropriate overtime allowances will apply. Ie. Construction After Hours service (rotating roster).
