The Information and Technology Services (ITS) Group
ITS has a substantial and complex portfolio of services. It provides services as well as knowledge and expertise to support and harness the possibilities of direction with Whole of Victorian Government (WoVG) in information and technology. Adopting the role of effective advisor, provider, and influencer of technology, ITS influences business planning, connects IT services across the services and is driving ahead with maturing assets to provide better integration of technology platforms to benefit all staff.

About the role
The role of Commercial Manager requires collaborating with ITS managers to deliver budget-aligned and compliant services.
Key Accountabilities
- Overall management of contract vendor management, ensuring consistent methodology across all I&TS contracts, periodic renewals and performance reviews for $100k plus contracts and MOU, ensuring that optimal relationships with all vendors meet contractual obligations
- Transactional and reporting management of the ITS Budget to Actual for the Director and Executive Director, development of annual ITS capital and operating budgets
- Quarterly Fiscal performance review of cost centres with respective managers and education of IT managers, development of the ITS Financial Budget plan To Actual (Operational Monthly Expenditure Budget Reporting)
- Management of consumption (Licensing, Supplier Demand, Purchase Orders, Purchase Initiation) in line with Departmental procurement policies
- Provision of expert advice and reporting to CIO and leadership team to inform strategic decision making
- Proactive review and partnering with IT Managers to continuously improve processing of standard monthly invoices
- Establishment of clear and reportable operating models of services that address TCO, ROI and source of new innovative funds for development.
- Compliance management to ensure that all contracts, performance and financial matters associated with the ITS operations are tracked and reported in annual accounts

About you
To be considered for the role, you must be able to demonstrate:
Technical expertise
- Ability to translate business needs into prioritised IT requirements
- Ability to collaborate with multiple stakeholders and manage expectations
- High level of financial and vendor management acumen

Experience in stakeholder/vendor engagement and management
- Identifies and manages competing needs
- Facilitates innovative solutions and collaboration to resolve vendor/stakeholder issues
- Efficiently communicate complex concepts, ideas, and issues to non-technical audiences

Business and Commercial Acumen
- Defines and maximises value and ROI in business cases, contract terms, or service delivery agreements.
- Uses broad understanding of procurement and finance concepts to inform expenditure decisions and manage risks
- Drive efficiencies and effectiveness through tech-enabled business process redesign

Strategic Planning
- Consider the needs of the stakeholders, organisation, national and global developments to articulate actions that address immediate and future technology requirements
- Comprehensive understanding of external/internal issues that influence the strategic direction of assigned business areas

Organisational Context
- Understands the relationship between political dynamics, regulatory or legislative requirements and diverse stakeholder perspectives to offer appropriate solutions
- Uses strategic relationships and knowledge to predict and prepare for the impact of events on the organisation
