The Department of Government Services was established in 2023 to improve the experience for Victorian’s doing business and interacting with the government.

We are doing this by connecting and digitising our systems and platforms across state and local government, streamlining our corporate and procurement services and refocusing government policy and operations to make sure we are customer focused.

Department of Government Services brings together Digital Victoria, Service Victoria, Local Government Victoria, Consumer Affairs Victoria, the grant program centre and consolidates procurement policy, and whole of Victorian government telecommunications policy as well as the Working With Children Checks and Births, Deaths and Marriages. Oversight of Cenitex and the Public Record Office Victoria also transfers to DGS.

DGS also brings together VPS accommodation management, grant administration platforms and administration, and the procurement of whole of government goods and services. A new corporate shared service arrangement between DGS and central agencies (DPC and DTF) will deliver seamless and efficient services, while also driving VPS-wide corporate services reforms.

**About the business unit**

The Underquoting Taskforce regional team is responsible for delivering frontline operations across the state of Victoria, which includes engaging local communities to deliver responsive and inclusive justice and regulation services. This includes assisting Consumer Affairs Victoria (CAV) to deliver services through the provision of: enforcement and compliance with consumer laws through inspections and online monitoring; residential advice and education to consumers and estate agents on their rights, responsibilities and changes to the law; and business and consumer education.

**About the role**

Regional Officers carry out a range of routine, straightforward compliance monitoring activities and inspections of businesses using checklists. Regional Officers may also conduct more complex inspections as directed by the State-wide Manager. These inspections will typically include acting as support in a team conducting compliance inspections of licensed businesses and similar type inspections that are likely to lead to court action or formal sanctions. Regional Officers also are required to respond to enquiries (counter and telephone) from both consumers and businesses, as well as participating in front line (and/or virtual) dispute resolution, business and community education and CAV campaign initiatives.

Some of your duties will include:

- Participating in and contributing to aspects of an ongoing compliance program, including local planning and development of compliance activities and their implementation.
- Being prepared to be appointed as an Inspector under the Australian Consumer Law & Fair Trading Act and be delegated as an Inspector under the Estate Agents Act.
- Using standardised tools, carry out routine, straightforward inspections as authorised under the Australian Consumer Law & Fair Trading Act and the Estate Agents Act, including obtaining evidence and the preparation of routine reports as directed. This can include remote (or virtual) inspections.
- While under general direction, deliver business and consumer education sessions consistent with CAV program priorities and regional needs.
- Undertaking front line dispute resolution by using negotiation skills to address consumer concerns in line with CAV policy, escalating complex matters where appropriate.

- Qualifications/Requirements_
- Tertiary qualifications in commerce, business, law or other related fields will be an advantage.
- A Certificate IV in Government Investigations or equivalent qualification.
- A current Victorian Driver's Licence is required.
