The Community and City Services Division puts people, families and community at the forefront of our work. The Insights and Impact Lead is responsible for creating the measurement framework for the Community Development branch and leading the development of resources and tools to support data collection and the use of insights across a range of key priorities within the branch. Key areas of focus for this role includes supporting the evaluation of Community Development branch priorities and supporting work to measure the nature and degree of social value that City of Melbourne creates for community through our everyday work.

The Insights and Impact Lead will have strong skills in the development of theories of change, the ability to draw on data and insights to tell the impact story and providing advice and support to build the capability of colleagues. The role will work closely across the Community Development branch and the broader organisation to develop a program of insights to support and influence decision making at all levels of the organisation.

- Design and implement a system of measurement and data analysis that supports monitoring progress against the City of Melbourne’s community development objectives and key priorities.
- Support the collection and use of data and insights from the community through developing reporting frameworks and supporting stakeholders across the branch and organisation to influence decision-making through leveraging community voice.
- Support the ongoing implementation of the social value framework, including through providing advice and support to further the development of the model and measurement approaches and leading the development of tools to support project-level reporting.
- Develop the insights and coordinate the collection of data required to support the branch’s communications program - assisting with how to build better understanding of the outcomes and value of the work within the wider City of Melbourne organisation.
- Contribute to the development of branch communications activities and a branch data resource library by creating or obtaining the most relevant data and measurement analysis.
- Work in partnership with data and insights related roles across City of Melbourne, to ensure alignment with broader organisational approaches to measurement and to influence how other areas are collecting and sharing relevant insights of community impact in their work.
- Provide support to areas of the branch engaging specialist knowledge or expertise from external consultants or research institutions on building an evidence-base or evaluations of the work.

**What you will bring**
- Qualification in measurement, evaluation, data analytics or data science, or extensive relevant experience.
- Strong skills and demonstrated experience with relevant data collection and analysis software and programs.
- Demonstrated understanding and capability in preparing and working with a theory of change.
- A good understanding of communications practices and strategies, including experience with wide-ranging campaigns with internal and external stakeholders.
- Strong verbal and written communication skills and the ability to convert complicated source materials into contextualised information that is clear and insightful.
- The skills, networks and understanding to bring specialist knowledge from external organisations into the development of City of Melbourne projects and processes.
- Functional understanding of community development practice and objectives.
