Please note: Due to Machinery of Government changes under Section 30 of the Public Administration Act (PAA), effective 1 January 2023, your employment will be with the Department of Energy, Environment and Climate Action. Corporate Services, including payroll, will be provided by the Department of Jobs, Skills, Industry and Regions while a process for the formal transfer of staff in impacted areas is implemented.

The Scientific & Pest Animals Licensing team regulates standards for animals used for research and teaching and privately owned exotic pest animals. The Animal Welfare Standards Officer will undertake audits and inspections of scientific and teaching facilities, licence holders and is a primary stakeholder contact for animal welfare information. With an eye for detail and a systematic approach, you will use your excellent communication skills to facilitate compliance and support best practice

Accountabilities
- Undertake compliance activities, including conducting comprehensive audits and inspections of premises under Part 3 of the _Prevention of Cruelty to Animals Act 1986_ and the _Domestic Animals Act 1994_ (as required). Assist with pest animal permit assessments under the _Catchment and Land Protection Act 1994._
- Conduct investigations to establish the facts and obtain evidence to support enforcement activity, including prosecution, ensuring throughout that all records are clear, concise and comply with legislative and department requirements. Complete the authorised officer training program for appointment as an Authorised Officer under the _Prevention of Cruelty to Animals Act 1986, Catchment and Land Protection Act 1994 _and_ Domestic Animals Act 1994. _
- Communicate effectively to build robust partnerships with internal and external stakeholders, including colleagues, permit and licence holders, peak bodies and relevant scientific experts to garner an understanding of licencing and effectively assess and deal with emerging issues.
- Provide timely and accurate advice to the department, stakeholders and regulated organisations on the legislative aspects of the use of animals in research and teaching and the private keeping of exotic pest animals.

**Specialist/Technical Expertise/Qualifications**
- A degree in veterinary science registrable in Australia or other relevant qualification and/or further qualifications in animal welfare or laboratory animal medicine/management would be well regarded.
- A Certificate IV in Government Investigations (or an equivalent qualification) and/or experience in animal welfare regulation is desirable.

**This is an ongoing position. The work location for this position is Attwood with hybrid work arrangements available.**
