C4I Solutions is actively seeking the services of a ICT Security Operations Officer (Governance Risk and Compliance) to assist the Australian Geospatial-Intelligence Organisation (AGO).
This role offers an initial 12-month opportunity, with 2 x 12-month extension options

**About the role**:
- The Governance Risk and Compliance (GRC) Officer role will evolve over time in response to new capabilities, the consolidation of a Security Operations Centre (SOC) across multiple platforms and maturation of the organisations broader IT security framework. At present, the fundamental objectives of this role include:
**Focussing on platforms and systems at the Official**: Sensitive level, hosted on AWS cloud infrastructure as either a cloud-only or hybrid on premise architecture. This includes platforms and systems that have already been transitioned to sustainment and similar platforms and systems currently being developed.
Delivering and maintaining IT security certification and accreditation/authorisation of the ICT platforms and systems identified above. This will include:
Review and input to designs and changes and engagement with the IT Security Architect as required.
Engagement with at least one Certification Authority and possibly two.
Setting scope and providing coordination for peripheral activities such as third party security testing, internal IT security operations and system demonstrations.
Engagement with internal and external stakeholders as required to deliver IT security requirements while maintaining alignment with project and sustainment schedules
Engage with other personnel working on other more highly classified platforms in order to support cross-platform dataflow and to understand the context around additional controls and priorities prescribed for Official: Sensitive platforms.
Deliver GRC-related reporting to the IT Security Lead and relevant project or sustainment managers, as agreed for each platform and system within the scope of this role.
Supporting other members of the broader IT security team, within the GRC context, as required from time to time.
All GRC Officers currently report to the IT Security Lead for GEOINT Capability Delivery (GCD). It is expected that this GRC role will be capable of taking on leadership and mentor responsibilities for junior GRC Officers as the broader IT Security capability matures over time.

**Required Skills/Qualifications**:
- The GRC Officer will have a minimum of fifteen years experience in the IT Security industry with a minimum five years experience in either a technical or architecture role, and two years experience in a Defence or Intelligence context. The GRC Officer will have a minimum active personnel security clearance of NV1. An active PV or willingness to go through the process is preferred.
The following provides details of Commercial Off The Shelf (COTS) technologies, currently in use across relevant platforms. An awareness of these technologies and their relevance in a cloud context is highly desirable:
AWS components Security Hub, Config Manager, Cloudtrail, Incident Manager, Trusted Advisor, Inspector, Detective and Guard duty
Splunk based indexing and Security Information and Event Management (SIEM) functionality.
Security Tools, Airlock Digital, Prisma Cloud, Deep Security Manager (DSM)
Palo Alto Firewalls, including Panorama
Keycloak, Active Directory and Active Directory Federation Services (ADFS)
Dataflow management via NiFi
McAfee/Trellix ePolicy Orchestrator (ePO), Endpoint Security (ENS), Data Loss Prevention (DLP), Host Intrusion Prevention Sensor (HIPS)
Tenable Nessus vulnerability management
Atlassian suite (Confluence, Jira, Bitbucket, Bamboo)
An understanding of containerisation, Docker-based development and general approaches to securing containers will also be desirable.

**Non-technical experience**:
Stakeholder engagement for this role is primarily focussed at the governance level but requires the ability to also engage with technical Executives. Primary stakeholders include:
Agency Director and Assistant Secretary-level Accreditation/Authorisation Authorities primarily through written communications only.
ADF and Director-level (EL2) sponsors, project managers and system owners.
External Director-level IT security capability owners including SOC/IR, penetration testing and vulnerability management capabilities.
