**Requirement**:
This Division oversees a diverse range of complex capability procurement activities. The current program is a multi-phased, long-term program that is delivering an improved communications capability to selected Division platforms based on common architectures and standardised systems.

It is the lead program for future integrated communications introducing commonality, interoperability, and decreasing the cost of training personnel, while networking the task group.

Within the communications Program, the current phase (the project) seeks to provide the future integrated communications technology in their environment. The project shall introduce commonality and interoperability by designing, acquiring and supporting an enhanced, integrated and evolvable communications capability. The project has made two approaches to market. These sub-phases are designated Approach To Market 1 (ATM1) and Approach To Market 2 (ATM2).

This current phase within the Strategic Communications Systems Program Office is seeking to engage two (2) suitably skilled and experienced contractors to assist in managing the conduct and completion of several concurrent commercial related activities.

**Scope of tasks as required**:

- Provide advice and support to procurement planning, tendering and contract formation, while ensuring compliance with legislation, procurement policies, processes and procedures.
- Generate and review complex contracting correspondence including providing high level advice in relation to commercially sensitive and technically complex reports, submissions, and other documents as required.
- Contribute own expertise to guide and mentor others on aspects of technical and commercial risk principles and performance management frameworks related to procurement and contracting activities within the Department.
- Evaluate and design mitigation strategies for the risks associated with procurement and contracting activities, contract performance and compliance with legislative and policy frameworks.
- Design and implement innovative solutions, consulting as appropriate on very complex and strategic procurement contracting issues.
- Develop Offer Definition and Improvement Activities and negotiation strategies.
