We are seeking an established, inspiring and highly motivated leader committed to gender equality and prevention of gender-based violence to drive the implementation of the Action Plan Addressing Gender-based Violence in Higher Education, agreed by all Australian Government, specifically the administration of a new National Higher Education Code to Prevent and Respond to Gender-based Violence.

The National Code will be a new approach to regulation for the higher education sector, that seeks to improve higher education and student accommodation providers’ performance in preventing and responding to gender-based violence. This will contribute to creating higher education communities free from violence, ensuring the 1.6 million students and over 137,689 staff across more than 200 higher education providers are safe and feel safe regardless of where they study, work or live.

The National Code is proposed to commence from 1 January 2025, with compliance activities commencing from 1 January 2026. The National Code will be administered by a new Unit in the Department of Education.

**Duties and Responsibilities**
Specific responsibilities of the Assistant Secretary include:

- overseeing the establishment of the new Unit and teams, ensuring that student and staff well-being and the lived experience of victim survivors are at the forefront of the work of the Unit and delivery of activities
- leading multi-disciplinary teams, with responsibility for policy, regulatory, investigative, data analysis and education and communication functions required to administer the National Code
- developing and implementing a contemporary and robust regulatory regime and making determinations in accordance with legislation, processes and procedure to provide risk-based and outcome focussed compliance results to improve performance and accountability against the National Code
- leading activities with the sector, advocacy and peak bodies, researchers and other stakeholders to share evidence and advice on activities to prevent gender-based violence and best practice compliance with the National Code
- overseeing collaboration and coordination of activities with the sector and other government agencies, such as the Office for Women, the Family and Domestic Violence Commissioner and new National Student Ombudsman, in relation to the implementation and progress of actions of the Action Plan
- ensuring an understanding of contemporary approaches to gender-based violence and the best evidence about what works, including through the delivery of expert policy advice as part of Australian Government Budget and legislative processes, and as part of the ongoing administration of the National Code
- representation and advocacy at key forums on gender-based violence in relation to the National Code and implementation of the Action Plan Addressing Gender-based Violence in Higher Education.
