**Key responsibilities will include;**

 Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces.
- Provide expert accounting advice and recommendations to all stakeholders incorporating legislative requirements, department financial policy, whole of government policy and best practice.
- Utilise relevant information management technology and financial systems to monitor, investigate, analyse and report on accounting system compliance issues, general ledger integrity issues and implement the necessary measures to ensure accuracy, efficiency and effectiveness.
- Assist with maintaining stewardship in integrity of the General Ledger.
- Develop and maintain effective systems to accurately analyse and process accrual system entries.
- Analyse liquidity (cash-flow) position and assist the Manager Financial and Asset Accounting with preparation of relevant reports for Board Finance and Performance Committee.
- Coordinate all end of month close processes for the HHS (including general ledger) and GL account code reconciliations, including suspense account clearance, balance sheet analysis and accrual checklist validation.
- Prepare key month end journals and reconciliations.
- Manage and complete key specific period close balance sheet reconciliations including those for fixed assets (PP&E) and equity balances.
- Assist with the coordination and review of annual land and building revaluation assessments and associated adjustment journals for feed into the AFS.
- Undertake all Commonwealth statutory reporting.
- Complete quarterly Tri-data (Whole of Government) actuals system feed for periodic reporting to Queensland Treasury (including reporting of asset and cash-flow variances).
- Establish appropriate project structures, systems and review of Capital Works Program to ensure integrity between OPEX and CAPEX.
- Coordinate the Annual Financial Statements process and preparation of annual financial statements.
- Proactively identify and monitor the potential impact of changes to Australian Accounting Standards, Whole of Government legislation, policies, directives and other prescribed requirements on SCHHS’s operations and existing policies.
- Develop, implement, and maintain all technical financial policy and guidelines, to ensure compliance with Australian Accounting Standards, Whole of Government legislation, policies, directives and other prescribed requirements. This to include periodic review and update of the Financial Management Practice Manual (FMPM) and Delegations Manual.
- Provide authoritative advice to managers and other stakeholders in relation to the interpretation/analysis of financial legislation, policy, including the FMPM and delegations.
- Prepare briefings and financial management training updates periodically.
- Undertake legislative and policy compliance reviews to ensure all practices within the FMPM and the whole of government’s legislative financial framework are being met. Corrective action to be taken where required, directly working with teams to ensure compliance is achieved.
- Maintain, co-ordinate and lead the update of the Finance Services Division Risk Register and Fraud Risk Registers. Assist in ensuring controls are established and corrective action is taken where required.
- Lead the development and undertaking of the annual Financial Management Assurance programme, providing outcomes to the Financial Controller and Chief Finance Officer as well as the provision of a report and letter for CFO sign-off. Work with relevant business areas including internal audit, and initiate corrective action where required.
- Monitor the completion status of divisional Internal Audit and External Audit recommendations. Assist departments as required in implementing recommendations.
- Assist with any other ad hoc projects or requirements as directed by the Financial Controller.
- Maintain the chart of accounts for the HHS.
- Contribute to the success of projects by demonstrating expertise in project methodology, flexibility in managing workloads, with a focus on meeting agreed deadlines.
- Contribute to business service development by initiating and supporting continuous improvement.
