Network Operations is a Group within DTP, and is responsible for ensuring the safe, efficient and reliable operation of Victoria’s Transport Network. We continuously strive for better transport outcomes for all Victorians, every day.
SprayLine Road Services (SRS) is a commercialised branch within the Network Operations Division of the Department of Transport and Planning providing road maintenance services, construction and associated civil works, bituminous spray sealing and line marking to DTP, other state road authorities, municipal councils, and private industry. SRS delivers services locally within the communities and is committed to ensuring quality, innovative and sustainable outcomes.
SRS performs a key role as an internal provider to DTP, providing emergency response, maintaining organisational capability and supporting DTP in being an informed purchaser.
We’re focused on outcomes that deliver more choice, connections and confidence in our travel, ensuring the whole transport network works as one to deliver better services and outcomes.
**About the Role**
**This is a Fixed Term, Full Time Position until 31 December 2025.**
The Team Leader, Works is responsible for the successful planning, organising and delivery of assigned maintenance programs for Metro External Works teams using internal and/or external resources within the prescribed budget, timeframe and HSEQ requirements.
This position reports to the Delivery Manager, Metro, and directly manages the Works Supervisors and Program Support Engineers in Metro External Works team. The role works closely with the Program Development Leads, other Team Leaders, and SRS Senior HSEQ and Risk Advisers.
The Team Leader is accountable for working collaboratively with industry partners and leading a team of experts to ensure delivery of work packages that maintain roadside infrastructure and the environment against contract requirements and support innovation of road maintenance practices to drive best practice safety and performance outcomes.

**Position Outcomes / Accountabilities**
- Delivery of Work Packages - Develop work packages to meet road serviceability requirements in accordance with the Road Management Act and DTP’s Road Management Plan.
- Minimised Impact on Road Users - Effectively utilised available resources and planned work packages as part of a coordinated program to minimise impact on road users.
- Stakeholder Management - Developed effective relationships with internal stakeholders and suppliers to ensure that all available information and expertise is applied to the development and execution of work packages.
- Work Package Assurance - Provided assurance that executed work packages meet client requirements by ensuring adherence to the administration of the DTP Road Management Plan requirements.
- Effective People Leadership - The Team Leader provides effective leadership, people management and support to their team. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.
- Health and Safety - Promote and support safe, inclusive and flexible team operations.
**Key Selection Criteria**
The Department of Transport and Planning is seeking a Team Leader for our Works division. In this key role, you will build and maintain partnerships to achieve objectives, coaching team members in the co-creation process and fostering a collaborative environment. Your ability to facilitate discussions and navigate differing opinions will be crucial in reaching decisions and building trust.
You will utilize critical thinking and problem-solving skills to consider the wider business context when resolving issues, integrating solutions into work processes to deliver tangible outcomes. Your expertise in project delivery will help translate strategies into actionable programs, defining governance structures that manage risks and enhance success.
Additionally, you will demonstrate influence and persuasion by gaining support for proposals and involving experts to strengthen your case. Stakeholder management is vital; you will add value for clients, monitor their satisfaction, and address concerns constructively.

- Understanding of Asset Maintenance Management Systems.
- Strong knowledge of the Road Management Plan.
- Strong understanding of Maintenance Specification Section 750.
- Driver’s License.
- Ability and willingness to travel and work across locations within metropolitan and regional Victoria.
- Construction White Card.
