**About the NDIS Quality and Safeguards Commission**
The NDIS Quality and Safeguards Commission (the NDIS Commission) is an independent

agency established on 1 July 2018 to improve the quality and safety of NDIS supports and

services. The Commission is the dedicated national regulator of NDIS service providers in

Australia and a non-corporate entity under the _Public Governance, Performance and _
- Accountability Act 2013_.

NDIS Quality and Safeguards Commission 2

develop a nationally consistent approach to managing quality and safeguards for

people with disability receiving supports or services, including those received under

the National Disability Insurance Scheme

promote the provision of advice, information, education and training to NDIS

providers and people with disability

secure compliance with relevant legislation through effective compliance and

enforcement arrangements, including through the monitoring and investigation

functions conferred on the Commissioner by legislation

promote continuous improvement amongst NDIS providers and the delivery of

progressively higher standards of supports and services to people with disability

develop and oversee the broad policy design for a nationally consistent framework

relating to the screening of workers involved in the provision of supports and

services to people with disability

provide advice or recommendations to the National Disability Insurance Agency

(NDIA) and its Board in relation to the performance of the Agency’s functions

engage in, promote and coordinate the sharing of information to achieve the objects

of the relevant legislation, and

provide NDIS market oversight, including:
i. by monitoring changes in the NDIS market which may indicate emerging

risk; and

ii. by monitoring and mitigating the risks of unplanned service withdrawal.

The NDIS Commission is a disability friendly organisation that offers interesting and

**Regulatory Operations Division**
The Regulatory Operations Division oversees regulatory and compliance operations,

including incident response, compliance monitoring and investigations. It is responsible for

the approval of providers, suitability assessments and manages the NDIS Worker Screening

database. It uses a range of compliance and enforcement tools to support quality services

and safeguarding of participants. It manages key stakeholder interactions with other

regulators, enforcement and government agencies. It actively contributes to the

development of regulatory best practice, strategic initiatives, and regulatory campaigns.

The Division has three key branches and a small office supporting the Deputy

Commissioner:

Compliance and Enforcement

Office of the Deputy Commissioner.

**Market Operations Branch**
The Market Operations Branch oversees the registration function ensuring provider

obligations are understood. They consult with stakeholders and use and analyse

NDIS Quality and Safeguards Commission 3

intelligence, risk, data and other information to make decisions. They are responsible for

the administration of the NDIS Worker Screening Database. They lead interagency

engagement for market entry and worker screening operations. The branch has three key

teams:
Provider Registration

Audit and Monitoring

NDIS Worker Screening and Market Coordination

**Audit and Monitoring Team**
The Audit and Monitoring team manages the current audit program arrangements. The

audit process is an important aspect of the registration process. Maintaining audit and

monitoring work requires dedicated resources to work closely with others, both within the

Branch and also the corporate enabling areas. They will ensure that all business activity is

compliant with the relevant legislative and departmental administrative requirements.
