**The Opportunity**

Government Division supports the Prime Minister, the Government and other departments and agencies by providing advice on parliamentary processes, the administration of the executive branch of government, and Australia’s national honours and symbols. We support the appointment of ministers and secretaries, advise on caretaker conventions during election periods and coordinate the government’s legislation program. In addition, Government Division provides whole of Government advice to the Prime Minister on Commonwealth legal policy issues.

The Division consists of two Branches - Parliamentary and Government Branch and Legal Policy Branch.

**Parliamentary and Government Branch**

As Assistant Secretary, Parliamentary and Government Branch, you will provide advice and support to the Prime Minister, the Department’s Executive and to other Australian Government departments and agencies on matters relating to the operation of the Ministry (including ministerial appointments), parliamentary procedure, electoral matters and the functions of the Executive Government. You will lead the work of the Parliamentary and Government Branch, with an overall staffing number of approximately 23 staff.

Key responsibilities include:

- Coordination of the whole of Government legislative programme including through the provision of administrative support to the Parliamentary Business Committee of Cabinet.
- Provide assistance to the Australian National Audit Office, the Australian Public Service Commission and the Office of the Official Secretary to the Governor-General in relation to tabling reports in Parliament, on budget matters, and having oversight of Acts administered by these agencies, including the _Public Service Act 1999_, the _Auditor-General Act 1997_ and the _Governor-General Act 1974_.
- Have responsibility for the administration of policy relating to Australian honours and symbols and the processes and protocols underpinning these awards systems including management of correspondence relating to honours and symbols.
- Support senior officers of the department to participate in national awards committees (including the Council for the Order of Australia, the Australian Bravery Decorations Council and the National Emergency Medal Committee) and manage the provision of secretariat services to the Public Service Medal Committee.
- Provide advice to the Secretary of the department and the Prime Minister on public service matters including the appointment of senior office holders.
- Provide secretariat services to the Secretaries Board and the Chief Operating Officers Committee.
- Develop and maintain strong working relationships with key stakeholders including: the Prime Minister’s Office, the Assistant Minister to the Prime Minister and his office, the Office of the Official Secretary to the Governor-General, the Office of Parliamentary Counsel, the Chair and Chief Executives of the National Australia Day Council and the Public Service Commissioner.
- Play a leadership role within the Division and the Governance and Corporate Group, including contributing to strategic and corporate planning, budget management, mentoring and developing staff and the management of information.

**Legal Policy Branch**

The Assistant Secretary, Legal Policy Branch works in close coordination with the Attorney-General’s Department, provide strategic whole of Government advice on all aspects of Commonwealth legal policy including constitutional law, information law, administrative law, human rights law, integrity matters, family law, criminal law, international law and Federal Courts and Tribunals. You will lead the work of the Legal Policy Branch, with an overall staffing number of 17.

Key responsibilities include:

- Support Cabinet consideration of policy issues that fall under the above responsibilities.
- Provide support for the establishment of Royal Commissions and administration of the _Royal Commissions Act 1902._
- Provide support to the establishment of inquiries and whole-of-government taskforces, including scoping and drafting of terms of reference.
- Provide assistance to other PM&C line areas on legal policy issues associated with their policy functions - most notably constitutional risk, administrative law and criminal law, particularly in budget and legislation contexts.
- Support the Department (and Prime Minister/Portfolio Ministers) in relation to Freedom of information requests.
- Support the Department’s compliance with the _Privacy Act 1988._
