**The Opportunity**:
The Department of Parliamentary Services (DPS) is recruiting a high performing (Senior Executive Service Band 2, First Assistant Secretary, Security Division) to lead the Security Division.

The Security Division is responsible for the provision of security services, building security, access management, security capability asset management, Australian Parliament House (APH) and DPS security policy, security risk management, resilience planning and emergency management.

The Department of Parliamentary Services comprises of over 1,000 staff that support the Parliament of Australia through innovative, unified and client-focused services. The Department delivers a broad range of services and experiences that enable the operating of a working parliament, enable engagement by the public with the parliamentary process and is a custodian for Australian Parliament House which is a significant and iconic visitor destination.

The First Assistant Secretary, Security Division currently reports directly to the Deputy Secretary and is responsible for providing high quality, stakeholder focused, responsive, integrated, and accountable services to the Department of Parliamentary Services (DPS) and the Parliament.

As a Senior Executive at The Department of Parliamentary Services you will be required to:
Provide leadership to your Division while working collaboratively with the other business areas to deliver on the department’s strategic priorities as outlined in The Department of Parliamentary Services Corporate Plan.
- Provide high quality strategic and technical advice to the Secretary, Deputy Secretary, members of The Department of Parliamentary Services SES team and other internal and external stakeholders.
- Contribute to the overall strategic, planning, operational capability and accountability of the Department of Parliamentary Services, and
- Develop an environment that ensures sound planning, a culture of innovation, effective risk management, continuous improvement and a strong service delivery focus.

The First Assistant Secretary Security, as the DPS Security Advisor, is responsible for:
1. Leading the work of the Security Division to oversee the provision of security services, emergency management and access management for Parliament House.

2. Effectively responding to and anticipating the needs of key stakeholders, providing timely, authoritative and contextual advice in an environment with time pressures, divergent views and conflicting priorities.

3. Effectively managing and overseeing the operations and activities of the Parliamentary Security Service, including the leadership, training, and development of a work force of approximately 300 officers.

4. Effectively overseeing security arrangements internal to DPS as well as Parliament House in consultation with primary external stakeholders, including the AFP, the Usher of the Black Rod, the Serjeant-at-Arms and the Department of Finance.

5. Working jointly with the AFP Commander responsible for protection at Parliament House, lead and manage all strategic and operational aspects of security and emergency services for the Parliamentary Precincts, and ensuring capability for rapid and effective response to security and emergency management events.

6. Overseeing the operation of the APH Security and Governance framework and DPS Security Framework.

7. Leading and overseeing stakeholder engagement and influence security outcomes, including through leading and motivating others to cooperate over priorities, the use of resources, management decisions, policy frameworks and technical concepts and processes.

8. Strategically leading the implementation of security initiatives, including the managing the administration of any changes to APH Security Capability, physical and electronic security capabilities, in consultation with key stakeholders.

9. Support the Secretary and Deputy Secretary to achieve the requirements for protective security expected by the Government under the Protective Security Policy Framework.

10. Efficiently manage a budget of $30 million that includes internal and external security service provision.
