The Strategic Procurement Advisor is expected to make a strategic contribution to the
overall business by supporting the achievement of a financially sustainable Council through
the provision of expert strategic procurement advice across Council’s procurement, leasing
and contract processes.

Strategically plan, deliver, guide and support procurement activities in partnership and
collaboration with internal and external stakeholders to achieve value for money and
mutually beneficial outcomes for the Council within a robust governance framework.

**KEY RESPONSIBILITIES
- Contribute to help Council deliver its sustainability goals.
- Provide specialist advice and guidance on decision-making to build Council expertise in

effective outcomes focused procurement, robust governance and risk mitigation, and
improved procurement practices.
- Provide hands-on procurement, purchasing and contract management support to staff,

including assisting and training on the use of Government contracts and e-tender
systems.
- Plan, develop, source, negotiate and administer procurement arrangements to establish

supply arrangements that maximise business opportunity and meet Council business
needs and obligations including active management of expenditure and/or procurement
contracts
- Develop, facilitate, support and monitor all management plans and performance so that

benefits from contract arrangements are realised
- Lead procurement category and supply chain analysis and develop strategies and plans

that deliver best value for money to the organisation, including consistent customer
service to internal customers in all Council’s Directorates
- Establish and maintain strong, mutually beneficial procurement partnerships and

collaborative initiatives to improve procurement performance, achieve greater cost
efficiencies and enable performance benchmarking
- Identify procurement risks and address them through the development and

implementation of effective controls to ensure Council’s strategic, contractual,
compliance, operational, financial and reputational risks are mitigated
- Provide consistent advice and training to various stakeholders in all procurement-related

activities
- Involved in the development and/or maintenance of procurement policies, review of

internal controls, policies, procedures and processes to ensure statutory compliance
and the integrity of the operation of the procurement systems utilised across Council
- Provide clear and concise instruction, coaching and/or training to all Council’s

Directorates on Procurement-related policies and procedures
- Manage, analyses and present data on all procurement activities to effectively monitor

transactions, identify improvement opportunities and prompt corrective actions when
incidences of non-compliance and non-performance are identified
- Collaborative culture and values of the organisation through open, fair and transparent

decision making and ethical, professional behavior
- Assist the Procurement and Contracts coordinator on all operational activities during

periods of peak demand or as required from time to time during periods of absence of
staff.
- Administer Procurement and Contract Management software platforms to lodge and

manage EOIs, RFQ and RFTs.
