**About the role**.**:
Our government client is seeking a PMO Manager for its Program Management Office to lead and direct a team responsible for the IM Program’s governance and assurance function ensuring compliance obligations are met, and manages program and project reporting, scheduling, finance and human resource management, risk and issue management processes.

The PMO Manager will collaborate across the organisation, working closely with the IM Program Director, IMP Delivery Manager, IMP Project Managers and Executive Sponsors, and other senior leaders to ensure delivery outcomes are met and benefits are realised. The role works closely with the IM Program Director, in the development of program tranche artefacts and maintains linkages between strategic priorities and political implications.

The role will also work closely with the IM Program Change and Adoption team and Program Delivery Manager to ensure a consistent and cohesive approach to program and project delivery.

**Key responsibilities**.**:

- This role will oversee successful operation and continuous improvement of a Program Management Office within the IM Program and has the following outcomes/accountabilities:

- Establish, manage and ensure the use of appropriate program and project management techniques, methods, templates, standards and tools, including benefits realisation and risk and issue management, to ensure quality outcomes are delivered.
- Support the IM Program Director in the development of key program artefacts, plans and controls ensuring time, cost and quality outcomes to meet program objectives and business expectations.
- Work with relevant stakeholders to plan, coordinate, educate and manage assurance and governance processes and submissions and gate progression.
- Lead and manage a high performing, multi-disciplinary team and establish systems and processes to create an environment that fosters collaboration, quality communications and nurtures and upskills team members
- Establish processes and tools to ensure effective monitoring, controlling, and reporting of program and project related trends and performance against plans, budgets, deliverables, and schedules.
- Establish and manage processes, tools and standards for resource management such as financial, human resources, information and procurement for use across the program
- Support delivery of the IM program of work and maintain awareness of strategic priorities and political implications.
- Manage dependencies of varying complexity, within and external to the program, potentially planning and feeding into other projects or programs of work.

**Highly desirable criteria**.**:

- Proven experience (minimum 5+ years) of establishing and managing a Program Management Office (PMO), using frameworks/methods such as PRINCE2 (project delivery), MSP (program delivery) or Portfolio, Programme and Project Office (P3O).

**Desirable criteria**.**:

- Demonstrated leadership, experience and strategic thinking operating within large and complex ICT programs of work with a strong business transformation component.
- Proven experienced in leading & managing high performing, multi-disciplinary teams and creating an environment that fosters collaboration, quality communications and nurtures and upskills team members
- Proven experience in working in a program context using Managing Successful Program (MSP) and developing program business cases, plans and other program related artefacts.
- Demonstrated vendor management experience in a multiple vendor environment.
- Proven stakeholder relationship management skills to support effective collaboration and integration within the IM Program and across department, including the ability to initiate relationships and influence key stakeholders to define, establish and ensure adoption of methods, tools and processes supporting the PMO functions.
- Excellent negotiation, consultation, facilitation and effective written and oral communication skills for use in a complex program environment.
- Strong analytical and problem-solving facilitation skills, high attention to detail and focus on implementing quality management systems
- Demonstrated experience planning, facilitating and managing program and project governance and assurance processes in a large, complex, government organisation.
- Demonstrated experience in establishing and managing financial management and ICT procurement processes and controls in accordance with the Queensland Government’s Financial Management Standard and Procurement Policy and department finance and procurement policies, standards and processes. Experience with SAP financial management system highly desirable.
