As part of the 2023-24 State Budget, a $200 million Digital Investment Fund (DIF) was established to drive more strategic and targeted investment in digital initiatives across the South Australian public sector and provide the capacity to upgrade legacy ICT systems that present significant risk to the state. The Department of Treasury and Finance is building out the framework required to efficiently operate the Fund, in parallel with progressing the priority initiatives identified to date. A small, focussed team of specialist resources is being established within the department to establish and then operate and administer the Fund.

**About the opportunity**:
The Strategic Procurement and Commercial Lead is part of a high performing team and is accountable for the development, implementation and delivery of procurement outcomes for DIF approved initiatives in collaboration with other public sector agencies, which ensure best practice management and the successful delivery of DIF initiatives. The role leads and manages the development, implementation and monitoring of strategic and operational procurement strategies, assists other public sector agencies in the development of contract management plans and provides specialist consultancy and procurement / commercial advice to executive, management and staff within DTF and across public sector agencies.

**About you**

As the Strategic Procurement Commercial Lead, you will have extensive experience in leading, managing and evaluating critical procurement programs, projects and services within a large and complex organisation. Your highly developed communication skills will enable you to effectively negotiate, collaborate and consult with a range of key stakeholders and suppliers to achieve value for money outcomes. You will have extensive experience in working collaboratively with senior executives and stakeholders and in providing specialist advice on the development of complex sourcing and contracting strategies.

To be successful you will be:

- Experienced in leading commercial, transaction and cost negotiations to deliver effective contract management and commercial outcomes.
- Able to work independently, as well as collaboratively, under broad policy guidelines, exercising significant levels of independent judgement and delegated authority to determine goals and priorities.
- Well versed in procurement management practices, governance, assurance, and effective risk management.
