- **Lead Council's governance functions and supporting Councillors and the organisation on all matters relating to governance****:

Reporting to the Chief Financial Officer, the Manager, Governance will lead a team across Governance, Risk and Integrity and will be responsible for building and maintaining an open, transparent, and accountable organisation.

**_ Key Responsibilities:_**
- Lead Council's governance functions and supporting Councillors and the organisation on all matters relating to governance including Councils Governance Rules, meeting procedures, conflict of interest procedures, ensuring the appropriate conduct of council meetings and council elections.
- Manage and continually improve Council's overall governance strategies, policies and procedures including Governance Rules, staff and Councillor codes of conduct to ensure that a culture of good governance is embedded in all Council's functions.
- Provide strategic advice and guidance to the Executive Leadership Team on the Local Government Act, governance and legislative matters and in relation to the services within the department.
- Ensure timely and accurate processing and analysis of all governance requests and complaints including Infringements, Freedom of Information, Public Interest Disclosures, Privacy and Insurance.
- Manage the efficient conduct of Council and Mayoral elections and ensuring all post-election legislative requirements are completed to a high standard.
- Support planning of the Council's key priorities and objectives and ensure effective delivery, monitoring and reporting of the progress of the Council Plan.
- Lead integrated policy and process development and provision of expert and informed analysis and strategic advice in accordance with legislation.
- Ensure strategies, plans and delivery of services are focused on a sustainable city, which maximise the social, cultural, economic and environmental benefits for all residents.
- Develop and lead a productive, team-based culture in the Governance department, promoting the corporate values, standards and policies and facilitating effectiveness through empowering, motivating and developing staff within a work environment that promotes diversity, trust and respect.
- Drive strategic reforms in business practice to improve the delivery of services, projects and programs.
- Foster a culture of openness and transparency in all Council decision-making and promote high standards of governance with appropriate systems, structures, delegations and protocols.
- Lead and manage key initiatives of importance to the organisation, CEO and/or Mayor and Councillors.

**Key Selection Criteria**:

- An excellent understanding of the Local Government Act 2020 and other legislation related to local government governance, elections, and other compliance functions including Freedom of Information, Privacy, Protected Disclosures and Charter of Human Rights legislation.
- Ability to represent Council at the highest level in state and federal contexts and to build the leadership reputation and influence of Hume City Council.
- Superior political awareness and ability to manage the sensitivities and responsibilities that can exist between staff, Councillors, and the community.
- Behavioural Strengths Capability to influence and advise others on good governance practice.
- Ability to deal effectively with internal staff and a wide range of external stakeholders on governance issues.
- Extensive experience in the management of a multi-functional unit in Local Government or similar service-based organisation.
- Ability to understand and interpret legislation and provide advice in relation to Council activities.
