Manager, Emergency Management Sector Operations

**About the role**:
- Under the direction of the Coordinator, Emergency Management Sector Operations, Readiness & Response, and with the support of a team, the role oversees the development and implementation of programs to drive emergency management planning, preparation, and response for the Department of Health at Divisional and Regional levels. Working closely with others from the Emergency Management Branch and key partners such as the Department's metropolitan and regional health branches, local health services, Local Public Health Units and government, the role will build capability and resilience in emergency response, relief and recovery. This role will also consider priorities such as establishment of new teams, systems development and implementation, hospital engagement, and surge staff and business continuity requirements.
- The role will support the Coordinator to contribute to the assessment and maintenance of the whole-of-department emergency management capability (people, resources, systems and processes).

**How you'll make a difference**:
- Provide authoritative specialist emergency management advice and assist with decision making for local health services and represent the Department on regional and Department wide committees.
- Lead a team of emergency management professionals to ensure the delivery of planning, engagement, training and exercising across the health system is aligned with the department's and state's emergency management arrangements, strategies, policies, doctrine and best practice.
- Partner with other Divisions and the Emergency Management Branch to support the development and delivery of a range of emergency management policy and programs to enable the department to fulfil its emergency management responsibilities.
- Develop and maintain strong, cohesive working relationships across all levels of government, the department and the health sector, including relevant non-government organisations, in order to ensure they are prepared, capable and resilient to minimise the impact of emergencies.
- Participate on the standby roster for the emergency management specialist 24-hour, seven day per week capability as Deputy State Agency Commander or other leadership roles, working outside of normal hours when emergency response activity is activated.
- Lead State and Regional health coordination actions to Class 2 emergencies across all response levels) and health impacts of all emergencies. In response to a health emergency, assume coordinating activities for the Department of Health and the broader health sector at either a state or regional tier.
- As Regional Health Coordinator, under the Health Emergency Sub-Plan, maintain event readiness across regional health systems and lead, coordinate and support relief and recovery actions for the health system and department.
- Identify emerging issues and areas of risk across the health portfolio based on sound analysis of underlying system pressures, consultation with internal and external stakeholders and develop appropriate responses. Examples of work might include advice to Ministers on opportunities for new models to better support integrated health care, opportunities to strengthen the resource pipeline and solutions to respond to challenges in rural areas including through the creation of new roles or training pathways. These responses may need Cabinet approval or require public consultation.
- Manage the team to ensure its human, financial and physical resources are employed in an effective, efficient and accountable manner.
- Share in branch leadership responsibilities and contribute actively to the Divisional senior officers' group to ensure its human, financial and physical resources are employed in an effective, efficient and accountable manner.
- Support departmental representation on key government and non-government committees and bodies concerned with achieving government and departmental objectives. These include national committees, Inter-Departmental Committees and Ministerial Advisory Committees. This includes preparation of position papers, with necessary engagement and approval from senior executives or Ministers.
