The Assistant Commissioner is responsible for directly assisting the Information Commissioner and Public Access Deputy Commissioner in fulfilling operational aspects of their statutory obligations under section 6I(2) of the Freedom of Information Act 1982 (Vic). Key responsibilities include overseeing the provision of draft notices of decisions for the Commissioners, monitoring compliance by agencies with the Freedom of Information (FOI) Professional Standards and engaging with Victorian government agencies to promote fair access to government information and awareness of the work and role of OVIC.
Reporting to the Public Access Deputy Commissioner, the Assistant Commissioner, works collaboratively with the Assistant Commissioner, Public Access Operations and Compliance in jointly leading the Public Access Branch. The Public Access Branch comprises three teams: Registry and Case Support, Professional Standards and Complaints, and Reviews. The Reviews team conducts FOI reviews, handles FOI complaints, monitors agency compliance with the FOI Professional Standards and provides guidance and education to agencies and the public on the operation and administration of the FOI Act.
The Assistant Commissioner is required to have leadership, organisational, continuous improvement, project management, communication and stakeholder engagement skills, and knowledge of legal and policy aspects of the FOI Act, including the use of regulatory powers.
As part of OVIC's senior leadership team, the Assistant Commissioner understands OVIC's strategic planning goals and ensures the delivery of operational, compliance, communication and education activities in accordance with statutory requirements, operational performance targets, budgets and business plans.
