**The Opportunity**
Waverley Council provides a variety of services, programs and initiatives to sustain and improve the quality of life for their 70,000 local residents. The Waverley LGA covers part of Sydney's iconic Eastern Suburbs including Bondi, Bronte, Tamarama, Dover Heights, Rose Bay, Queens Park, Bondi Junction and Charing Cross.

As the Procurement Manager you will provide procurement services to meet the business needs of the Council by providing strategic coordination, support and advice across the organisation in relation to purchasing and procurement decisions to ensure a high level of professional practice and deliver compliant, effective and efficient procurement outcomes.

Reporting into the Executive Manager of Finance, who has worked at Council for 13+yrs, you will run the ‘centre-led’ Procurement and Contract Management function for Council, including enhancing and implementing policies, procedures and systems for all procurement related activity and implementing best practice. You will manage and mentor the Procurement Officer and Procurement Support Officer.

Council is offering a competitive annual salary of $122,858 up to $141,287 + super. You can work from either the Council Chambers in Bondi/Bondi Junction, just a short walk from the train station, OR from their depot located in Alexandria, with free parking onsite.

**Key Accountabilities**
- Implement Waverley’s strategic procurement framework to result in the most effective, efficient and ethical procurement practice.
- Provide key stakeholders with procurement and contract management expertise to ensure integrity, fairness and transparency in the procurement of goods and services, ensuring that the best possible ‘Value for Money’ outcomes for the community are consistently achieved.
- Provide strategic coordination, support and advice across Council for purchasing and procurement decisions to achieve optimal outcomes, in accordance with Council’s procurement framework, policies and relevant government legislations, regulations and laws.
- Implement policies and documentation in relation to procurement and contract processes, including purchasing, tender, evaluation and award processes, whilst communicating these to all relevant stakeholders.
- Keep abreast of current and emerging best practice, government policy and statutory requirements including ensuring Council meets all its reporting requirements in relation to procurement.
- Develop procurement training materials, and present these to staff across Council.
- Facilitating the procurement process (going out to market with an EOI, RFQ, RFT etc.) using systems like TenderLink and Vendor Panel.
- Working across various procurement panels/agreements such as; Local Government Procurement, Procurement Australia, Southern Sydney Regional Organisation of Council’s (SSROC) and NSW Government

**Criteria**
To be considered, you will have:

- extensive experience in the development and management of tender / procurement processes, contracting options and monitoring of contracts.
- the ability to provide procurement advice to staff across Council (at all levels).
- a strong ability to review legislation, understanding and interpreting statutory requirements, regulations and guidelines.
- high level communication, negotiation, and interpersonal skills
- exposure to managing, supervising and/or mentoring staff to achieve quality outcomes.
