We are looking for a progressive leader who has a strong desire to make a difference. As Manager Strategic Planning and Economic Development, you will lead a team of 16 people in preparing and maintaining an effective and contemporary framework of strategic and statutory plans and policies and providing specialist support and advice to the wider organisation.

Key challenges and opportunities include:

- Establishing and recruiting staff for the new Strategic Planning and Economic Development Branch
- Working with the Department of Planning to consolidate various State and Local Government planning instruments into a single set of planning strategies and controls
- Working with staff across the organisation to develop and implement a more integrated set of strategies and planning controls to deliver Council’s various release area, urban renewal, land use, environmental, employment and social objectives
- Developing a program of plans for the progressive review of Council’s strategies, polices, LEP and DCP controls.

**Qualifications and experience**

**Essential**:

- Relevant tertiary qualifications with extensive relevant experience
- The ability to develop and implement a vision for the pro-active and positive development of Council’s Strategic Planning and Economic Development section
- Knowledge of applicable legislation and regulations
- Demonstrated commitment to stakeholder and customer service
- Exceptional negotiation and communication skills
- Exceptional inter-personal, leadership and management skills
- Demonstrated ability to achieve successful outcomes within agreed timelines, while balancing competing priorities and stakeholder needs
- Ability to work within a team environment
- Sound business acumen
- Clearance of National Police Check
- Current driver's licence.

**Desirable**:

- An in depth understanding of local government accountability and legislation
- Availability to work flexible working hours.

**Remuneration and benefits**

The salary and conditions of employment are in accordance with Blacktown City Council’s Enterprise Agreement and Managerial Staff Agreement.
