As a department our purpose is to help the community to prevent, prepare for, respond to, and recover from the impact of fire and emergency events.

Queensland Fire and Emergency Services (QFES) is the primary provider of fire, rescue and emergency management programs and services throughout Queensland. The department encompasses the Fire and Rescue Service, disaster management services, the Rural Fire Service, and the State Emergency Service, and also supports other volunteer groups providing emergency response to Queenslanders.

QFES is one department with many services, many capabilities, and many partners.

Purpose of the role

The Industrial Relations (IR) branch will provide advice, representation, and advocacy on behalf of QFES and performs traditional industrial relations functions such as negotiations and consultation with unions, advocacy before industrial tribunals, and negotiation, administration and implementation of industrial instruments, including awards and certified agreements.

Reporting to the Executive Manager, you will be responsible for policy development required to implement the Queensland Fire and Emergency Service Certified Agreement 2022 (CA22). You will conduct comprehensive research and critical analysis pertaining to the Public Sector Act 2022, Bridgman Review and Industrial Relations Act 2016 to identify strategic policy challenges, opportunities, and priorities, both within the department and in collaboration with other governmental bodies such as the Office of Industrial Relations and Public Sector Commission.

- Knowledge or experience interpreting relevant legislation and industrial instruments and negotiating with employee representative bodies.
- Relevant qualifications in industrial and/or employee relations or human resources will be highly regarded.

Your key accountabilities

Your part in the ongoing success of our department, in supporting key frontline services will see you responsible for a variety of work, including, but not limited to:

- Maintain current professional knowledge of relevant legislation, policies, procedures, and industry practices to accurately identify and respond to new and emerging issues.
- Initiate and oversee the development of strategic policies addressing Public Sector reforms and whole of sector recommendations to ensure and implement best practice strategies, frameworks and tools that support the strategic direction of the department.
- Provide strategic and independent advice on issues of government policy, legislation, and cross-agency and interjurisdictional engagement and the long-term implications as they relate to the workforce.
- Promote and ensure compliance of work and/or CA22 project team(s) with public sector and industrial relations legislation, standards, policies, practices and procedures relating to Employee Relations and Human Resources for continuous business improvement.
- Identify potential risks and issues and develop innovative strategies and solutions that support quality outcomes to achieve department objectives.
- Research, prepare and review reports, briefing notes, submissions, departmental and other correspondence of a complex nature in accordance with department requirements.
- Use strong communication skills to build, maintain and support internal and external relationships to ensure policy and legislation is developed collaboratively and stakeholders are informed of key issues and information.
