Deputy Secretary, Children and Families

THE ROLE
Reporting to the Secretary, Department of Families, Fairness and Housing, this role leads the development of legislation, policy and programs associated with Victoria's Child Protection, Care Services, Child and Family Services, Redress and Pre-1990 Care Leavers programs and Child Safeguarding and Information Sharing schemes.
The Deputy Secretary develops and drives the delivery of culturally inclusive strategies that are innovative, evidence-informed and reflective of best practice. The role leads the whole-of-department design of legislation, policy and programs ensuring it is responsive to the needs of vulnerable children and families and is suitable for implementation within the sector and/or across the operational divisions of the department.
The role of Deputy Secretary involves whole-of-department leadership in these areas on behalf of the policy priorities of the Victorian Government in regards to Children and Families. The role involves sensitive stakeholder management, strong risk management approaches and political acumen.
ACCOUNTABILITIES INCLUDE
- Provide whole-of-organisation leadership through advanced knowledge and skills developed working in the social services sector, including for large government agencies, at a senior executive level, with a particular focus on child protection, children and families.
- As a senior leader, act as the major source of advice to Ministers and set the parameters under which others advise.
- Make judgements and assess very complex risk in the context of uncertainty and innovation. Give guidance on the development of new policy frameworks and make judgements about the integration of information provided by specialists.
COVID-19 VACCINATION
The department strongly recommends (but does not mandate) that employees maintain their COVID-19 vaccination status in accordance with current ATAGI (Australian Technical Advisory Group on Immunisation) advice, given their individual circumstances. As of June 2023, DFFH does not require evidence of COVID-19 vaccination status.
