The Economic and Pricing branch is responsible for the NDIA's market stewardship to create an efficient and sustainable consumer driven marketplace for disability supports. It regulates the commercial relationships between providers and participants, including through price regulation. The pricing arrangements aim for a balance between participants receiving value for money quality care while improving market supply of providers, as well as recognising the need for financial sustainability.

The Pricing Policy unit leads the Annual Pricing Review which is undertaken annually to assess whether the price control framework and other market settings are still appropriate. This is a major NDIA publication endorsed by the Board. The review involves extensive engagement with participants, providers, community and government stakeholders. Feedback is gathered through consultation paper, working groups and targeted research. Data is analysed including monitoring of trends, cost data and market analysis. Based on the qualitative and quantitative input, pricing policy is developed to inform the sector regarding changes and recommendations.

Other key priorities for the unit include the Pricing Strategy development which is the long-term direction NDIA plans to take in terms of market intervention and pricing framework. It involves assessing the demand and supply of the various support markets, the economic conditions, cost data and efficient price levels. The final output will be published and used to guide various policy and price setting.

The role will require the key skills and personal attributes:

- Highly developed strategic thinking including vision, perception and evaluation skills and the ability to assess impacts, governance and compliance. Ability to develop, implement and communicate the strategic direction of the work area.
- Leading and managing the team to ensure delivery of work priorities on time and to the expected standards, building team capability and positive work culture.

**Analytical**
- Providing direction regarding analysis, research and recommendations for pricing and costing policy reports. Strong analytical skills and the ability to synthesise and coordinate complex information to form decisions that are evidence based and withstand the scrutiny of a range of different stakeholders.

**Stakeholder management**
- Ability to negotiate effectively by listening to differing views to develop a clear understanding of the issues, and to present persuasive responses. Ability to pre-empt various stakeholder expectations and potential concerns, as well as developing strategies to mitigate such concerns.

**Communication**
- Ability to communicate complex and sensitive issues to influence decision-makers in writing including board papers, working group papers, executive brief and project reports, as well as verbally with working groups, senior management and staff.
- Ability to clearly articulate evidence based pricing decisions for NDIS participants, providers and the disability sector in writing through the Annual Pricing Review report as well as verbally with internal and external stakeholders.
- Coordinating and providing expert advice to senior stakeholders and external bodies.

**Technical**

Demonstrated understanding of the role of NDIA and how pricing policy contributes to the organisational goals.**Essential Criteria**
- Strong analytical skills and the ability to synthesise and coordinate complex information to form decisions that are evidence based and withstand the scrutiny of a range of different stakeholders.
- Ability to adapt quickly to a changing environment where decisions may be based on limited data, and to navigate through ambiguity with strong analysis and problem solving skills.
- Ability to communicate complex, technical and sensitive issues verbally and in writing to a range of audience.
- Project management oversight for the development of key projects to ensure delivery on time to the expected quality.
- Ability to liaise effectively with a wide range of internal and external stakeholders, to achieve desired outcomes and to maintain strong, productive working relationships.
- Leading and managing the team to ensure delivery of work priorities, building team capability and positive work culture.

**Desirable Criteria**
- Previous writing experience in Government Agencies.
- Knowledge or experience of using quantitative and qualitative data to inform policy.
