Salary Range: $148,277 - $166,893 + Attractive Superannuation

The Defence Service Homes (DSH) Insurance Scheme is a national scheme providing home building insurance to eligible veterans, war widows and Australian Defence Force personnel. The Scheme is fully self-funded from premium income and operates like any other commercial general insurance provider. The team consists of five core business areas that include Products, Pricing and Underwriting, Sales and Policy, Claims, Marketing and Communications and Finance and Accounts.

The position manages operational centers located in Brisbane and Melbourne with a small number of staff also located in Canberra. The person will be responsible for national policy development and implementation, including premium policy and setting, oversight of national claims management, IT system development, Help Desk and monitoring the day to day management of the Scheme. An important aspect of the position is the financial management of premium income and investment portfolio. The Director is also responsible for managing the partnership arrangements with QBE (Australia) and other external stakeholders including reinsurers, the Australian National Audit Office and investment managers.

The position requires strong people management and business management skills, current knowledge of the insurance industry and a commitment to superior customer service.

**Duties**
- Lead and direct the activities of DSH Insurance including financial management, strategic direction, claims and policy administration.
- Manage and implement initiatives to meet corporate objectives in service delivery to the veteran and ADF communities.
- Drive and influence organisational change, and provide leadership in implementation and review of business improvement initiatives.
- Regularly review the Scheme’s effectiveness in service delivery, having regard to workload and outcome indicators and the changing needs of various groups within the policyholder demographic.
- Provide advice as required to the Assistant Secretary Housing Programs and Approved Accounts Branch, the First Assistant Secretary Technology and Finance, the DSH Insurance Advisory Board and other stakeholders.
- Liaise and negotiate with internal and external stakeholders, including contracted entities, other Departments and Agencies, ex-service organisations, service providers and other interest groups.
- Participate in higher level representational and inter departmental activities.

**Eligibility**
- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the Australian Public Service (APS).
- All applicants external to DVA offered employment will be required to successfully undergo a pre-engagement screening check, even if they have a security clearance. The screening check is conducted in accordance with the Australian Government Protective Security Policy Framework requirements.

Where a non-ongoing position is offered, the role will be filled for an initial specified term of up to 18 months.

A merit pool of suitable applicants may be created which may be used to fill future ongoing and non-ongoing vacancies should they become available over the next 18 months.
