**Eligibility**

**Division Responsibilities**

Population Health Division (PHD) provides improvements to the health and wellbeing of

Australians through the implementation of policy, programs and regulatory activities that

reduce preventable mortality and morbidity caused by modifiable risk factors. This is

achieved through evidence-based promotion of healthy lifestyles and good nutrition,

addressing disparities for people who experience poorer health outcomes and barriers to

care, tobacco and e-cigarette control measures, and the implementation of strategies to

reduce illegal drug use, legal drug misuse and harmful levels of alcohol consumption.

**Branch Responsibilities**

The Tobacco and E-Cigarette Control Branch is implementing an exciting reform agenda

spanning tobacco and e-cigarette control, as well as managing the policy development,

advice and coordination to support implementation of Australia’s obligations as a Party to

the World Health Organization Framework Convention on Tobacco Control (WHO FCTC).

**Section Responsibilities**

Vacancies are anticipated across all sections and individual placement will be determined

upon completion of the process.
- E-Cigarette Control Policy Section _

The E-Cigarette Control Policy Section has responsibility for policies, programs, stakeholder

engagement, coordination and research projects relevant to the prevention of vaping and

control of e-cigarettes in Australia. The section works closely with the Therapeutic Goods

Administration. It also contributes to the wider tobacco and e-cigarette control objectives of

the branch, including policy development, implementation, advice and coordination as

relevant to the WHO FCTC and the National Tobacco Strategy 2023-2030.
- Tobacco Reform, Implementation and Compliance Section _

The Tobacco Reform, Implementation and Compliance Section has responsibility for

implementation and compliance of the Commonwealth tobacco control legislative

framework. The section also has responsibility for leading international engagement, advice

and coordination to support the implementation of Australia’s obligations as a Party to the

WHO FCTC, including in international forums.
- Tobacco Control Policy Section _

The Tobacco Control Policy Section has responsibility for domestic tobacco control policy

development, implementation, advice and coordination to support implementation of

Australia’s obligations as a Party to the WHO FCTC. It has a leading role in the

implementation of the National Tobacco Strategy 2023-2030, including in relation to

smoking and nicotine cessation programs and activities, national tobacco campaigns and

updating graphic health warnings. It also leads Branch representation in domestic tobacco

control forums, including with the Australian Government, state and territory governments

and non-government organisations.***

**Key Responsibilities**

Successful applicants will be engaged to work in a high performing team. Responsibilities

will include a mix of:

- Providing evidence-based advice on a wide variety of topics in e-cigarette and

tobacco control and ensuring consistency of this advice with national policy and

regulation, including the National Tobacco Strategy 2023-2030, Commonwealth

tobacco control legislation, and the WHO FCTC.
- Supporting the development and implementation of tobacco and/or e-cigarette

control policy, regulatory and budget reform measures.
- Supporting the preparation of complex policy documents such as new policy

proposals, Ministerial and Departmental briefs, and other documents as required.
- Drafting a range of documents such as reports, briefs, agenda papers, committee

papers, minutes and ministerial correspondence.
- Providing secretariat support to national committees, including providing advice,
