**Who we are**

The Central Procurement and Contracts Team is part of Shared Services Branch within PM&C. The PM&C Procurement and Contracts Section has commenced an exciting reform initiative to implement a Centre of Procurement Excellence within PM&C. This initiative will implement an innovative, risk-based procurement service model to be applied across PM&C.

**What you'll do**

The APS6 Procurement and Reporting Adviser in the Procurement and Contracts Section is responsible for delivering a high-quality procurement service to ensure PM&C achieves open, transparent, and accountable procurement and value for money outcomes.

They are also responsible for the delivery and coordination of legislative and internal procurement reporting on behalf of PM&C and its portfolio entities. They work closely with internal and external stakeholders using proactive engagement strategies, a range of professional skills to undertake research and analysis, ensure compliance with legislative and Government practices and guidelines to deliver outcomes and provide best practice guidance and training to staff.

The APS 6 Procurement and Reporting Adviser will be able to:

- Provide timely and accurate specialist advice across the procurement life cycle for procurement activities, including supporting procurement planning, reviewing and assisting with procurement documentation including but not limited to Request for Tenders (RFTs) and Request for Quotes (RFQs).
- Maintain oversight including liaising with internal and external stakeholders to co-ordinate the delivery of legislative and internal procurement reporting requirements including but not limited to Senate Order, Indigenous procurement reporting, and AusTender reporting.
- Prepare a range of written materials including various reports, briefs, Questions on Notice and outgoing correspondence to external portfolio agencies that may be complex in nature.
- Promote compliance with procurement policies, connected policies and legislation i.e. Commonwealth Procurement Rules (CPRs), Indigenous Procurement Policy (IPP), Public Governance, Performance and Accountability (PGPA) Act.
- Effective resource and time management skills including the ability to prioritise own and the team’s competing workloads, meet tight deadlines with a high level of accuracy and attention to detail.
- Identify problems or issues and resolve or establish treatments to mitigate.
- Liaise and collaborate regularly with key stakeholders in relation to ongoing and upcoming procurements, managing expectations, building relationships to uphold business partnering services.
- Contribute to and drive change to achieve innovation and business improvement strategies.
- Communicate and make decisions that are based on sound professional judgement, evaluating risks which are defensible.
- Manage workload to ensure focus time, attendance at courses and room for self-development.
- Represent the section and the agency at meetings and forums and keep up to date with industry.
- Supervise, mentor and develop staff, including prioritising and managing team workloads.
- Promote a client focused culture within the team.
- Perform ad-hoc duties as required.

- Sound Commonwealth Procurement experience, including but not limited to the Commonwealth Procurement Rules and Procurement Connected Policies or transferrable skills and the ability to quickly acquire.
- Experience providing procurement advice, for example help desk services.
- Excellent communication, interpersonal and client service skills.
- Effective resource and time management skills including the ability to prioritise competing workloads, meet tight deadlines with a high level of accuracy and attention to detail.
