Purpose of specific work area and position

The Bushfire Resilience and Operational Support Branch leads strategic and operational asset management, bushfire mitigation strategy and land use planning resilience for the Rural Fire Service (RFS). The Branch supports regional operations and ensures alignment with legislative requirements and whole-of-government priorities.

The Operational Support function, comprising of operational and non-operational staff within three teams - fleet enablement, centralised equipment management, and fire investigation is responsible for overseeing the operationalisation of a coordinated response from an assets and fire investigations perspective to support volunteer and Brigade operations. The function has key linkages in the Regions and in Districts, including with Bushfire Regulatory Compliance, Specialist Capability Coordination, Planning and Performance and Regional Community Engagement.

Reporting to the Assistant Chief Officer, Bushfire Resilience and Operational Support you will work closely with internal and external stakeholders, Regional Asset Officers, and the Asset Services Directorate to ensure fit-for-purpose fleet assets and equipment meets agency demands both operationally and strategically into the future. You will drive the design, maintenance, and coordination of RFS associated whole-of-lifecycle fleet and equipment asset management business processes, artefacts, and tools. Further, you will oversee the design and implementation of the fire investigation and prevention framework to enhance regional operations, improve community safety and drive service delivery.

Mandatory requirements

Highly desirable requirements
- Knowledge and/or experience or qualifications in project management.

Knowledge and/or experience in asset management processes and practices across the public sector.

Primary duties

In addition to the generic Superintendent, Rural Fire Service (RFS) role description, the primary duties of the Executive Manager, Operational Support include but are not limited to:

- Manage the development of the whole-of-lifecycle equipment management framework to support strategic asset management that optimises performance and ensures alignment with legislative and industry standards.
- Oversee the centralised management of equipment, including procurement, operations, maintenance, and disposal, to ensure volunteers and staff have fit-for-purpose assets to perform their roles safely and effectively.
- Foster strong collaborative partnerships with the Strategic Asset Planning Team and the Asset Services Directorate, to secure commitment and ensure seamless delivery of asset enablement objectives for the regions.
- Support the development, prioritisation, and approval of the asset investment business cases to facilitate asset investment programs and management plans, in conjunction with RFS regional requirements.
- Oversee the management of strategic fleet coordination, including development of operating standards, user acceptance and commissioning, critical issues management, compliance oversight, and stakeholder consultation, to support regional fleet management activities.
- Manage and have oversight of the bushfire arson investigation and prevention framework, including collaboration with the Bushfire Mitigation Strategy team, training coordination oversight and provision of operational expertise, to empower best practice bushfire investigation activities in the Regions.
- Develop and maintain strong relationships with stakeholders, including participation on a range of operational committees, working groups, and taskforces, to negotiate requirements for the delivery of fleet assets, equipment and services which promotes governance and investment outcomes.

- Inspectors (FSINS) or applicants with equivalent industry experience, appropriate skills, and knowledge, are encouraged to apply.

- Have a proven commitment to maintaining bushfire competencies and operating in a regional team environment.
- Incumbents may be required to travel and work within their area of responsibility and may also be required to undertake intrastate and/or interstate deployment and travel.
- This is a day work position yet may require flexible hours of work to meet functional demands, including working at night on weekends as part of the role.
