**_ What is the role?_**

Working alongside our recently appointed Technical Lead, this role has a strong focus on people leadership and management, contractor performance management, financial management and service delivery.

A recent Council decision means the operations of our Sunbury facility will transition from contracted operations to Council staff. The recruitment of these position is underway, and this role is pivotal to the integration of this new team, with our existing staff, in addition to leading the handover and transition of operations.

**_ Position Objectives:_**
- To manage all operations activities relating to Hume City Council's resource recovery centres (transfer stations), and landfill operations, in accordance with legislative requirements and best-practice principles. This includes supervision of those activities undertaken by contractors.
- To supervise the Landfill and Resource Recovery Unit to ensure that the functions and duties are performed in accordance with Hume City Council's policies and procedures.
- To lead Council's Circular Economy response through the maximisation of material recovery initiatives through Council's Resource recovery Centre
- To investigate, develop, implement and monitor improved systems for resource recovery and landfill management services and operations for financial viability and effectiveness
- To plan and implement landfill, resource recovery centres and infrastructure to meet community and stakeholder expectations

**_ About You:_**
- Demonstrated expertise in all facets of Landfill and Resource Recovery Centre operations and management.
- Demonstrated knowledge of relevant environmental and associated legislation, including but not limited to, applicable sections of the Local Government Act and Environment Protection Act.
- Demonstrated ability to undertake detailed financial analysis, modelling, budget control and reporting.
- Demonstrated ability to develop contract technical specifications with specific and measurable outcomes.
- Sound understanding of the legal, socio-economic, and political climate of which Local Government operates in.
- Demonstrated understanding of the objectives of Landfill and Resource Recovery Centre operation and management, and how they relate to long term goals of Council.

This person will be self-motivated, be able to adapt to work requirements.
- Relevant tertiary qualifications in engineering, environmental science, management, or a closely related field.
- Demonstrated experience in Landfill and Resource Recovery Centre operations and management.
- Well-developed supervisory and leadership skills and ability to manage and lead a diverse team of multi-disciplinary staff and contractors.
- Proven ability to supervise, motivate and empower staff to ensure the proper function and on-going development of the team and program, including the ability to initiate change and deliver outcomes.
- Demonstrated experience in budgeting, financial management, and procurement, preferably within a local government environment.
- Proven ability to effectively manage contractor performance, including conflict resolution, negotiation and performance improvements.
- Demonstrated experience in project management.
- Experience with insurance, risk and OH & S regulations.
- Current car driver's licence (experience driving light vehicles at landfills preferred).
