Overview

Aboriginal Housing Victoria (AHV) is an Aboriginal community organisation responsible for managing more than 1,600 rental properties for Aboriginal people living in Victoria. Our vision is to ensure that Aboriginal Victorians secure appropriate, affordable housing as a pathway to better lives and stronger communities. AHV is the lead agency for Victoria's Aboriginal housing and homelessness policy, Mana-na woorn-tyeen maar-takoort. As the housing and homeless policy lead in the Victorian Aboriginal community, AHV works in partnership with Government to secure resources and reforms to implement the policy, while supporting sector development to empower Victoria's Aboriginal community to determine its chosen housing future.

AHV's housing services are targeted to those most in need of support. Through the provision of secure housing by an Aboriginal rental provider, AHV helps strengthen and maintain Aboriginal communities and cultural ties.

We are seeking applications from highly motivated, reliable people who are keen to work in an Aboriginal organisation that is taking the next step towards self-determination and self-management by ensuring that the organisation is able to maintain a sustainable and financially viable housing portfolio across Victoria for Aboriginal people.

Role description

This role will oversee The Renter Home Purchase Program (RHPP) pilot, a new initiative developed by Aboriginal Housing Victoria (AHV) that gives eligible renters the opportunity to buy the home they currently live in, supporting Aboriginal home ownership by recognizing renters' deep connections to their homes, families and communities. This program supports pathways towards Aboriginal home ownership, building long-term stability, creating intergenerational wealth, and strengthening community connection.

The RHPP Project Officer will aid the Victorian Aboriginal Community to engage in the program and help develop potential Rent to Buy schemes. The position will provide non-financial advice and guidance to the community, assess EOIs made through the scheme and make recommendations on approval for purchase by working with the relevant internal Directors. The role will also support the development of an evaluation at the end of the Pilot to determine ongoing feasibility of the program.

Responsibilities
  • Provide non-financial guidance and information to the community about RHPP and Rent-to-Buy options.
  • Assess EOIs and make recommendations on approvals in collaboration with internal Directors.
  • Support development of program evaluation to determine ongoing feasibility.
  • Collaborate with internal teams and external stakeholders to advance the program and related housing pathways.
Qualifications and skills
  • Awareness and appreciation of Aboriginal societies and cultures and an understanding of issues affecting Aboriginal people in contemporary Australia and the diversity of circumstances of Aboriginal people.
  • Experience in developing a diverse range of corporate and operational policies, program procedures and manuals with a continuous improvement approach.
  • High level interpersonal and communication skills, including the ability to work collaboratively within and across teams to achieve common goals.
  • Ability to clearly and concisely present information in writing and verbally, and communicate complex concepts to a broad audience.
  • Analytical, problem solving and negotiation skills, particularly when working with diverse stakeholders.
  • Some knowledge of the roles of the community housing and property sector.
  • Highly organised with the ability to manage multiple tasks, priorities and deadlines.

Position based in Fitzroy North with travel required.
