Who we areAustralia is bidding to host the United Nations Framework Convention on Climate Change's 31st Conference of the Parties (COP31) in 2026, in partnership with the Pacific. If successful, COP31 will be held over three weeks in November/December 2026 in an Australian city. COPs are one of the largest international meetings in the world with representatives from governments (at all levels), civil society and global media coming together every year to address the collective impacts of climate change.
The COP31 Operations Division within DCCEEW leads all logistical and operational components of COP31. The division is made up of the Internal Operations Branch, Enabling Operations Branch and the Event Operations Branch, with a view to continue expanding as planning progresses.
We are looking for EL1 Procurement Specialists and Managers to play a vital role in supporting the Government in hosting COP31 in 2026.

The Procurement Manager will lead and manage a small team in the end-to-end delivery of a range of procurements in the preparation for Australia's hosting of COP31. They will be responsible for leading complex, strategic procurement processes within an integrated workforce to deliver value for money outcomes for the Government. In addition to the duties outlined above, the Procurement Manager:
- Is accountable to undertake complex to very complex procurement management activities and implement procurement activities that comply with legislative and policy frameworks.
- Works within existing Commonwealth and Departmental frameworks, established principles, work practices and procedures in accordance with DCCEEW's mission and business objectives in the context of COP31.
- Is accountable to plan, lead and manage a range of matrix resources to achieve business objectives.
- Takes initiative for achieving outcomes, progressing work, reviewing team and business performance and identifying opportunities for continuous improvement. Sets work tasks that align with the strategic objectives and communicate expected outcomes.
- Has people management responsibility and is required to exercise people management skills/knowledge to lead a high performing and cohesive team.
- Provide coordinated input into reporting for senior executive and the Minister's Office.
- Perform ad-hoc duties as required.
The Contract Manager will lead and manage a small team in the end-to-end management of a range of contracts in delivering on Australia's hosting of COP31. They will be responsible for leading the management of complex contracts in dynamic timeframes with complex deliverables, and working with multi-disciplinary Departmental teams in line areas. In addition to the duties outlined above, the Contract Manager:
- Working within Departmental contract management frameworks, establish and lead best-practice contract management processes for a range of contracts. Is accountable to undertake complex to very complex procurement management activities and implement procurement activities that comply with legislative and policy frameworks.
- Excellent stakeholder management and co-ordination skills working across a range of external teams and staff within the COP31 Procurement team, to ensure that work is progressed in a timely manner and contracts are managed proactively to ensure delivery of value to the Commonwealth
- Plan, lead and manage a range of matrix resources to achieve contract objectives.
- Takes initiative for achieving outcomes, progressing work, reviewing team and business performance and identifying opportunities for continuous improvement. Sets work tasks that align with the strategic objectives and communicate expected outcomes.
- Has people management responsibility and is required to exercise people management skills/knowledge to lead a high performing and cohesive team.
- Provide coordinated input into reporting for senior executive and the Minister's Office.
- Perform ad-hoc duties as required.

- Experience managing, or assisting in managing, a diverse group of stakeholders including internal, external, domestic and international
- Demonstrate superior time management skills, with motivation to be innovative, and challenge traditional ways of conducting business.
- Be passionate about ongoing self-improvement, and professional development for your staff and colleagues.
Certificate IV in Procurement and Contract Management or progress towards qualification will be highly regarded.
Subject to operational requirements, these positions may be required to undertake short-term travel to the host city to support COP31 delivery. The successful candidate must be willing and able to undertake short term interstate travel as required.
Citizenship and securityCitizenship - to be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
Security Clearance - this position requires a Baseline security clearance. You will be required to obtain and maintain a clearance at this level.

This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period.
